Announcement Description

Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) implements, with technical support from Japan International Cooperation Agency (JICA), the Project on Capacity Development for Assisting Survivors of Trafficking in Persons (Project TRUST). The project's purpose is to enhance the capacity of frontline officers by strengthening tools and systems for assisting Victims of Trafficking in Persons (VoT) with a survivor-centered approach.

To achieve the project purpose, the Project sets three outcomes: 1) incorporation of the survivor-centered approach in the victim identification procedures, 2) strengthening knowledge and capacities of frontline officers for VoT services, and 3) enhancing monitoring capacities of MoSVY, the Department of Social Affairs, Veterans and Youth Rehabilitation (DoSVY) and Office of Social Affairs, Veterans and Youth Rehabilitation (OSVY).

Under Outcome 1, MoSVY is leading the process of revising the Guidelines for Identification of Victims of Human Trafficking for Appropriate Service Provision (hereafter called Identification Guidelines). The Project supports MoSVY to facilitate building consensus on the scope of the revision among stakeholders and partners, then to revise the documents to address some of the difficulties the practitioners face and to reduce the psychological burden and trauma experienced by the victims in the identification procedures.

Under Outcome 2, MoSVY implemented the training of trainers (ToT) and a series of cascade training sessions to disseminate Directive 011, which defines the procedures for community-based care services for the reintegration of victims.

Outcome 3 consists of two lines of activities. One is to enhance the MoSVY’s capacities for statistical information management on VoT by developing a data collection tool, which is expected to ensure the consistency of information. Another is to develop a Minimum Standard on community-based care to ensure service quality on the ground.

Project Assistant

Position Summary

Project title: Project TRUST (Project on Capacity Development for Assisting Survivors of Trafficking in Persons)

Agency Japan International Cooperation Agency

Area or work: Anti-trafficking in person, especially in the field of identification and reintegration (aftercare) services for trafficked persons

Location: Phnom Penh with travel to Siem Reap, Banteay Meanchey and Tboung Khmum Provinces

Duration: From 15 Sep 2025 to 31 March 2026 (renew a contract every fiscal year of the Japanese Government)

Purpose

The Project Assistant will support the MoSVY/project in implementing the project activities as a part of the project team, composed of a Chief Advisor, Project Coordinator, and national project staff.

Expectations - Duties, Responsibilities
  • Support the implementation of the project activities
  • Interpret between English and Khmer at the meetings and on any other occasions when necessary;
  • Translate documents and other necessary items;
  • Take meeting minutes and other related documents when necessary;
  • Draft official letters and related documents;
  • Follow the TIP-related news and report it to the project in a timely manner.
  • Accounting and Administrative functions
  • Support in making accounting reports;
  • Support the procurement works, such as contacting suppliers for quotations, etc.;
  • Coordinate and provide logistical support to the implementation of seminars/workshops/meetings;
  • Support in delivering the documents; and
  • Support in clerical work such as arranging business trips.
  • Others
  • Perform any other duties as requested by the expert.
Requirements - Skills, Qualifications, Experience
  • University degree in Social Science, Management, Accounting, Business Management or related fields;
  • At least two (2) years of working experience. Experience at an organization/agency would be an advantage;
  • Strong English and Khmer proficiency, both spoken and written.
  • Experience and skills in the facilitation of multi-stakeholder consultations;
  • Good computer skills in such as MS Word, Excel, and PowerPoint;
  • Good interpersonal and communication skills, value teamwork.
