Position Summary

Context:

Under overall guidance of the Chief of Mission in Cambodia and direct supervision of the National Project Officer and, the Project Assistant is accountable for supporting the implementation and monitoring and evaluation of projects under the Labour Mobility and Social Inclusion (LMI) unit, in particular but not limited to the Poverty Reduction through Safe Migration, Skills Development and Enhanced Job Placement in Cambodia, Lao PDR, Myanmar and Thailand (PROMISE). The candidate will be responsible for:

Expectations - Duties, Responsibilities
  • Assist in the implementation and monitoring and evaluation of project activities;
  • Assist in monitoring work of implementing partners and report non-compliances to the supervisor;
  • Retrieve, compile, summarize, analyse, and present information/data on specific project topics;
  • Monitor budget; verify availability of funds; obtain necessary approval and update budget related information;
  • Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial action;
  • Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation;
  • Act as focal point for communications and work closely with the communication consultant to promote visibility of the projects;
  • Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc;
  • Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;
  • Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project;
  • Perform other related duties as assigned.
Requirements - Skills, Qualifications, Experience
  • Education
  • School diploma with five years of relevant experience; or,
  • Bachelor’s degree in Development Studies, Migration Studies, Human Rights, Political or Social Sciences, International Relations, Law or related fields from an accredited academic institution with three years of relevant professional experience.
  • Experience
  • Experience in working on development projects related to labour migration, skills development/employment and social development;
  • Experience in project implementation, monitoring and evaluation and organizing and facilitating meetings, workshops, trainings and events;
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Languages
  • Fluency in English and Khmer is required.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
