We are currently seeking a qualified candidate for the position of: Project Assistant for Family Planning for Public Health Sector for the USAID Cambodia Enhancing Quality of Healthcare Activity. This is a five-year project, led by FHI 360 and partnership with Population Services International (PSI), the International Training and Education Center for Health (I-TECH) of the University of Washington, Meridian Group International, and mClinica that aims to engage and empower national and provincial leadership as well as public and private healthcare managers and providers to collaboratively improve the quality and safety of health services, strengthen systems and increase service utilization.

Position Summary

Annual salary range: $7,724 – $10,814

The Project Assistant for Family Planning for Public Health Sector will be under supervision of Family Planning for Public Health Sector Team Lead and is responsible for supporting the family planning for public health sector activity on project management and implementation, project coordination with sub-national level, reporting and data collection, coordinate with EQHA operations team on procurement, logistic, and administrative work in order to deliver efficient and effective project implementation and maintaining day-to-day operations of EQHA’s family planning for public health sector project. The Project Assistant for Family Planning for Public Health Sector will provide payment support for workshop/training events under EQHA’s family planning for public health sector project to ensure compliance with FHI 360 and donor regulations and policies and with sound management principles.

Expectations - Duties, Responsibilities
  • Provide assistance in project management and implementation as outlined in specific tasks below
  • Coordinate with provincial Maternal and Child Health (MCH) staff to verify and check quality of data
  • Coordinate with provincial MCH coaches on monthly coaching and supportive supervision plan
  • Collect data from provincial MCH staff for Monitoring, Evaluation and Learning (MEL) indicators report
  • Enter data into internal database management system (IDMS)
  • Support in collecting and documenting evidence for project success stories
  • Provide support in field oversight as requested by project team lead and/or project coordinator
  • Work with finance team to track monthly project expense and update budget tracking sheet and share with project team on monthly basis
  • Support in budget development and request and payment upon requested for the national level activities
  • Support in reviewing procurement plan and documents submitted by admin support officer and Field Operations Support Officer based in central office
  • Raise procurement request in Digital Process Automation (DPA) for project activities (as a whole) upon requested
  • Develop goods/ products distribution plan
  • Draft and submit admin letters as requested
  • Provide admin support in internal meeting appointment, taking notes, filing, keeping all records/photos with clear label and name, field visit arrangement
  • Set up online meeting with stakeholders and Field Operations Support Officers as requested
  • Collect meeting attendance list
  • Ensure all files are saved on SharePoint with clear filing label and date of modification
  • Raise digital Expense Authorization for stakeholders (if applicable) and project staff upon requested
  • Follow up car and driver arrangement for project team
  • Perform other relevant duties as assigned by the Associate Director- Finance and Operations or the Project Director/COP or Director for Operations/FP in Private Health Sector.
Requirements - Skills, Qualifications, Experience
  • Cambodian national
  • Sophomore or junior in college in commerce, finance, administration, or a related field with 1 year experience
  • Bachelor’s Degree in commerce, law, finance, administration, or a related field is a plus, but not required.
  • Experience working with NGO and health sector.
  • Good project planning skill.
  • Good administration management skill.
  • Good interpersonal skills.
  • Ability to work well with others and to develop and maintain compatibility among project staff and consultants
  • Ability to negotiate and find acceptable solutions when problems emerge.
  • Well-developed written and oral communication skills.
  • Ability to manage activities, set realistic priorities, and plan for the successful implementation of programs.
  • Ability to work independently and be self-initiative, positive and cheerful personality
  • Strong planning, organizational and scheduling skills, and filing
  • Computer literate with strong skills in the use of Microsoft Office software (Word, Excel, PowerPoint).
  • Willingness and ability to learn new programs as required and working extra hours when necessary.
