Programme Officer (Senior) Cambodia (1 Position)
Salary range: US$23,064pa – US $28,257 pa
Contract: Fixed term to end October 2023
Job Purpose
CAFOD has taken the decision to close its office and programme in Cambodia by end October 2023. This position will work closely with the Country Representative in managing our programme and partnerships to ensure a responsible transition in line with our Southeast Asia vision and strategy, as well as CAFOD’s values and working principles.
Job Scope
The post holder works closely with programme, administrative, and finance and funding teams based in Phnom Penh, in the UK, and in other CAFOD offices on:
- Accompanying partners through the exit process, developing and implementing appropriate organisational development and capacity strengthening plans and other packages of support,
- Monitoring, review and accompaniment of 5 partners’ projects/programmes to ensure achievement of outcomes according to plans and budget,
- Ensuring all needed reporting on the projects/programmes
- Capturing learning from the programme and the exit process
- Identification, recruitment and coordination of capacity strengthening and technical support needed by partners to contribute to their sustainability
- Gathering communication materials for CAFOD’s reporting to supporters in the UK
- Operational and strategic relationships with civil society organisations, networks, Caritas family, other INGOs in Cambodia and government if necessary, and support to Country Representative in doing the same
Accountability
The post holder reports to Country Representative who is based in London.
- To accompany partners through the exit process and contribute to their sustainability under the supervision of Country Representative (50%):
- To act as operational and primary relationship holder with partners and key stakeholders in agreement with Country Representative (20%):
- To contribute to the financial accountability of the programme (10%):
- To represent CAFOD’s programme at an operational level (10%):
- To maximise use of programme information and knowledge (5%):
- To contribute to team building and team tasks (5%)
- Level of education that corresponds at least to Batchelor’s degree in related field
- Strong understanding and first-hand experience of effective and values-based partnership work between organisations and communities
- Experience using programme cycle management tools effectively to deliver work within an agreed programme framework
- Experience of working with and developing the capacity of local partners/ organisations/ National NGOs
- Financial management understanding and experience
- Fluency in Khmer language
- Ability and willingness to travel in Cambodia
- Strong practical organisational skills and ability to be self-motivating
- Able to manage time and resources efficiently
- Strong cooperative attitude and sense of responsibility
