Salary: Salary gross per month between EUR 883.20 - 1,000, based on a full time contract
Location: The role will be based out of one of Terre des Hommes Netherlands support hubs \Phnom Penh, or Bangkok).
Position Summary
TdH Netherlands is seeking a Programme Officer \PO\ for the SCROL Programme. The PC’s primary role focuses on monitoring project progress across the 4 countries of implementation, ensuring compliance with internal quality standards, and reporting.
The SCROL PO reports directly to the SCROL Programme Manager and is a member of the Sexual Exploitation of Children - Thematic Programme international team.
Position in the organisation
The project officer receives hierarchical leadership from the manager of the department in which the position is based.

- Under the guidance of the Programme Manager, the PO’s main duties include:
- Support the Programme Manager in ensuring programme cycles are completed in line with TdH NL policies i.e. MEAL policy, Safeguarding policy, Conflict and Interest Policy.
- Lead regular coordination meetings with each country team to monitor progress against targets and expenditure against budget.
- Provide technical and administrative support to country teams and act as a liaison with other TdH NL teams as appropriate.
- Lead the implementation of the Programme Learning agenda by facilitating reflection and documentation.
- Support the integration of new TdH NL policy frameworks and quality framework within the SCROL Programme i.e. Accountability Framework
- Produce bi-annual and annual narrative reports to the donor.
- Contribute to ensuring good internal and external visibility of the Programme.
- Conduct annual field visits and submit monitoring reports.
- Identify national, regional and global opportunities for networking and advocacy, and represent the SCROL Programme whenever relevant
- Support new project proposal writing whenever relevant by collecting information and participating in co-design processes.
- Actively contribute to the development of the SEC Thematic Programme by sharing feedback, challenges and ideas.

- Education & Experience
- Bachelor’s degree or other qualification in a relevant discipline such as International Development, International Relations, Political Science, Social Work, Gender studies, or any other relevant field;
- Demonstrated experience with project coordination, especially in the context of multi-country and multi-year projects
- Capacity to work across cultures and with global teams
- Previous experience related to children’s rights and / or child protection
- Strong commitment to Child Safeguarding
- Desired: Familiarity with the theme of Online Child Sexual Abuse and Exploitation
- Desired: Experience working in at least 1 of the countries of implementation
- Desires: Experience working within and International NGO
- Languages
- Excellent command of English, spoken and written.
- Knowledge of language of one or more of the countries of implementation an asset
