Programme Manager _ D&D Policy and Advocacy

Position Summary

Department & Location: Programme Department, Phnom Penh

Report to: Head of Programme – HP

Purpose:

The Programme Manager is working closely with the Head of Programme and partners, to provide efficient and effective logistic support to ensure the smooth running of the Programme, and coordination of the programme's projects and management of their inter-dependencies

Dimensions of the Position:

The Programme Manager will provide administrative and management support in the day-to-day running of the project, managing stakeholder engagement, managing grant incomes, initiating and managing calls for proposals, and financial management.

The Programme Manager also has overall responsibility for initiating and co-ordinating events, such as organising biannual scientific meetings, cohort activities, and coordination of external partner engagements, including industrial liaison. Management of publicity for the project and associated research groups is also an important part of the role

Expectations - Duties, Responsibilities
  • Project Management & Finance Administration
  • Develop, maintain and manage all aspects of the project.
  • Provide professional project management support to the project teams, and maintain a detailed oversight of the project portfolio, including monitoring milestones.
  • Manage stakeholder engagement for the project, including developing strategies for regular project communication, collaboration and reporting.
  • Manage and oversee the annual call for proposals.
  • Day to day programme administration including communication and collaboration with the project team members
  • Lead the continuous improvement of the project by identifying and maximising development opportunities.
  • Co-ordinate and monitor provision of formal documentation to partners/donors, including effective reporting of financial, scientific and educational information.
  • Liaise with the key stakeholders in the organisation of activities.
  • Build, maintain and utilise a network of internal and external contacts.
  • Maintain up-to-date record of projects. Maintain and manage social-network platforms for communication (CPDD Website, Facebook, Twitter, LinkedIn).
  • Support the leadership team in the strategic development, sustainability and growth of the research programme.
  • Support the future expansion of the consortium, including working with the leadership team to support bids for further funding, and integration of new collaborators into the consortium.
  • Communicate program objectives, goals, and progress to head of programme, upper management, and stakeholders
  • Financial Management
  • To be responsible for the management of the budgets and accounts, to ensure compliance with programme’ terms and conditions and to monitor budget expenditure.
  • Strategically analyse and monitor expenditure and financial contributions to/from partners. Review monthly budgets and financial resource planning. Ensure activities remain within budget.
  • To prepare interim financial reports for the Head of Programme and to provide ad hoc financial information to aid strategic decision making.
  • Communications and Marketing
  • Develop a strategy for external communication and marketing of the project.
  • Act as primary contact point for the project- and be responsible for responding to requests for information appropriately.
  • Assist in coordination of engagement with external partners.
  • Coordinate and manage interactions with partners/sub-grantees, including assistance with contract negotiations, appropriate reporting, and information exchange.
  • Produce publicity and public engagement materials.
  • Assist with research publications, reports, and web-site communication.
  • Maintain knowledge-base of project outputs and results and engagement activities
  • Promotion via the Internet, social media, email campaigns, and personal contact as appropriate.

  • Education and Knowledge
  • Master’s Degree or evidence of advanced study in Management, Law,
  • Experiences and Skills
  • At least 3-5 years working experiences in project management and coordination with NGOs
  • A strong working knowledge and experience using facilitation and coordination, project management, Data management, monitoring and valuation
  • Ability to think strategically, anticipating future developments and planning accordingly; proactively identify issues and generate recommendations
  • Clear and accurate writing, editing, and verbal communication.
  • Strong analytical and organizational skills.
  • A natural lean toward getting to know people and communicating with others
  • The ability to maintain strict confidentiality of donor and organization information

Senior Programme Officer – D&D Policy and Advocacy

Position Summary

Department & Location: Programme Department, Phnom Penh

Report to: Programme Manager – PM

Purpose

The Senior Programme Officer will act as the first point of contact for all members and prospective members, taking enquiries via multiple communication channels and providing a high level of membership coordination and development to work effectively on the issues of decentralization and de-concentration and Strengthening Transparency and Accountability in Local Governance through Civic Engagement in Cambodia and other CPDD’s projects in accordance with 10-years CPDD’s Strategic Directions (2021-2030).

Dimensions of the Position:

The Senior Programme Officer coordinates, manages and oversees all aspects of project planning, development, and implementation for a range of projects, including developing project plans, coordinating resources, managing budgets and sub-grantee, meeting reporting requirements and supporting project-related activities to ensure project outcomes are achieved on time, on budget, to quality standards and within agreed scope in line with established agency project management methodology and establish and maintain stakeholder relationships through effective communication, negotiation, and issues management to engage stakeholders and ensure project deliverables are met. The position is also responsible for the entire manages and implements the CPDD’s projects plan.

Expectations - Duties, Responsibilities
  • Provide a technical support to foster strong relationships with members, non‐members, partners and donors and develop capacity building plan and training schedule for members
  • Prepare reports and case studies and submit to direct line manager
  • Develop and provide inputs for concept notes/proposal development when require to ensure sufficient fund for projects implementation
  • Manage the program’s work plan development and implementation, and also oversee to partners according to the program documents to ensure the effectiveness and efficiency
  • Manage the program’s budget plan and monitoring to ensure the effectiveness and efficiency of policy compliance and donor requirement and manage the sub-grantee and review the financial report and quarterly/annual report and provide capacity building to sub-grantee
  • Working with MEAL & ICT to manage the manage the platform on Strengthening Transparency and Accountability in Local Governance through Civic Engagement
  • Develop, review and provide inputs to project monitoring/evaluation tools, standard/guideline, partnership agreement and ToR for any trainings/workshops to support the project implementation and ensure the alignment with CPDD and donors’ requirements
  • Prepare and present work-plans, periodic narrative progress reports and expenditures status reports to direct line manager.
  • Provide technical support to partners to develop monitoring, inspection and evaluation procedures to strengthen and ensure the quality of the project implementation.
  • Write and review project reports, MEAL report, field visit report and best practices and lesson learnt to ensure they are well documented, submitted/shared on time, accurate and followed requirements of CPDD and donors. Of course, submit to direct line manager.
  • Provide technical support to partners in delivering agreed outputs in line of approved budget, activity plan and donor’s requirements through ensuring that minimum agreed standards, technical consistency and integration with relevant projects of CPDD, and other stakeholders including government are being managed well and reported.
  • Liaise with CPDD, counterpart government’s agencies and stakeholders, and donors to ensure the program results are achieved and resources are managed based on best practices and coordinate relationships with partners and relevant stakeholders to support the project implementation
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.
  • Gather and compile all information necessary for monitoring and reporting on projects from the planning to the evaluation stages.
  • Contribute to the exchange of information and knowledge products internally and externally of the program.
  • Initiating extra activities and other interventions wherever gaps in the membership building are identified or issues arise.
  • Ensuring there is allocation of common resources and skills within the programme's individual projects
