Program Unit

The IUCN Cambodia Office is actively implementing multiple projects focused on protecting and managing water and wetlands, forests, marine and coastal areas, species and biodiversity, groundwater, and protected and conserved areas. To achieve these goals, IUCN Cambodia applies its strategic approaches such as nature-based solutions (NbS) and climate livelihoods and finance for nature, as well as emphasizing governance & rights and policy engagement, with funding from various donors, including the Global Environment Facility (GEF), the European Union (EU), Rain Forest Trust, the Indo-Burma Ramsar Regional Initiative (IBRRI), and the Biodiversity Landscape Fund (BLF).

EU-Strengthening CSO Capacity project, led by IUCN, FACT, and CEPA, supports sustainable freshwater fisheries in Cambodia’s Tonle Sap Lake and Upper Mekong (Stung Treng). It aims to: 1) Build the capacity of five CSOs to support 20 community fisheries (CFis) through training, technical support, and implementation of management plans; 2) Promote collaboration via regular CFi network meetings with stakeholders to share knowledge and improve decision-making; and 3) Conduct policy research and engage the government in dialogue to support sustainable fisheries.

BRIDGE Project in Cambodia: The Building River Dialogue and Governance program (BRIDGE) facilitated by IUCN has facilitated information sharing on Integrated Water Resources Management (IWRM) and produced crucial knowledge and case studies to support technical discussions at the regional/basin scale for the cooperative governance of Transboundary Rivers to promote transboundary water governance with special reference to the 3S Rivers Basine (Sekong, Sesan, and Srepok). BRIDGE 5 has consolidated the knowledge and expertise gained in previous phases to mobilize key ongoing negotiation processes where IUCN acts as a dialogue broker to foster multi-scale transboundary agreements and strengthen institutions.

Expectations - Duties, Responsibilities
  • Major Responsibilities:
  • Support coordination and liaison: Assist the Head of Office and Programme Leads in coordinating and maintaining effective communication with government agencies, non-governmental organizations (NGOs), and other key stakeholders.
  • Lead field-based implementation: Plan, implement, and monitor field activities, ensuring timely and effective execution and reporting. Lead the organization of community and provincial-level meetings, training sessions, and workshops.
  • Lead and coordinate Country communication and event management: Lead country communication, including the development of communication materials, success stories, web stories, and social media content. Coordinate with technical staff in the planning and execution of key events in the country office.
  • Specific Duties:
  • Assist the Head of Office and Programme Leads in coordinating and maintaining effective communication with government agencies, non-governmental organizations (NGOs), and other key stakeholders.
  • Lead field-based implementation in coordination and collaboration with government and NGO partners;
  • Plan, implement, and monitor field activities, ensuring timely and effective execution, and reporting
  • Organize and facilitate community and provincial-level meetings, training sessions, and workshops.
  • Ensure that activities align with project goals, timelines, and compliance requirements
  • Develop and maintain detailed work plans for field activities in coordination with programme teams.
  • Supervise and provide on-site support to government and CSO partners during activity implementation.
  • Collect and compile field data, feedback, and reports from community engagements.
  • Identify challenges during field implementation and propose practical solutions.
  • Coordinate logistics for field events, including transport, materials, and venue arrangements.
  • Support the programme staff in setting up regular internal coordination meetings, minuting meetings, tracking and follow-up of agreed action points;
  • Update project data and relevant information on the IUCN’s project portal with the support of the programme/project manager;
  • Lead and coordinate communication, planning, and execution of country key events;
  • Plan and organize key events in collaboration with relevant project teams and government departments
  • Develop an annual country communication plan
  • Produce communication materials, including billboards, banners, and other promotional tools.
  • Collect and write human-interest stories, success stories, and web features showcasing project impacts.
  • Manage social media content and ensure timely and relevant updates.
  • Maintain a photo and video archive of events and field activities for documentation and reporting purposes.
  • Perform other relevant tasks assigned by the Head of Office
Requirements - Skills, Qualifications, Experience
  • Bachelor's or equivalent degree, preferably in environmental management or related fields;
  • Minimum of 3 years of experience working on conservation project implementation with NGOs
  • Strong experience in facilitation skills and working with multi-stakeholders, particularly the government departments
  • Proven experience in supporting communication activities, including developing communication materials, and outreach etc.
  • Work experience in international teams and multi-disciplinary groups;
  • Willingness to frequently travel within the country, sometimes at short notice;
  • Fluency in English
  • Computer literacy in MS Office packages;
  • Able to organize, connect with others, work as part of a team, solve problems, and work independently;
  • Highly organized, detail-oriented, and self-motivated with the ability to multi-task and prioritize needs.
