The Program Officer will assist with the scale-up of the Clean Energy Fellowship (CEF), which will be implemented in both Phnom Penh and Siem Reap. This six-month program is designed to equip early- and mid-career professionals from various sectors to become informed and active advocates for clean energy in Cambodia. The program offers clean energy and writing training, field visits to clean energy companies, opportunities to publish think pieces, and grants for project implementation and professional development. With its expansion to Siem Reap in 2026, frequent travel to Siem Reap is expected to deliver the program.
The Program Officer will support the scale-up of the Clean Energy Internship (CEI) in 2026, which will provide students and fresh graduates with hands-on experience through placements in organisations working in clean energy, helping to bridge the gap between academic knowledge and real-world skills.
This role will also provide limited support to a three-year skills ecosystem project, funded by the Liechtenstein Development Service, running from 2025 to 2027. The goal of the program is to bring together the government and private sector to equip Cambodia’s growing workforce with the skills and knowledge needed to participate in the clean energy transition.
In addition, this position will also support the implementation of Clean Energy Week (CEW), an annual flagship event that showcases success stories, best practices, technical innovation, and cutting-edge policy analysis to drive the deployment of clean energy in Cambodia. CEW fosters collaboration among development partners, government policymakers, and the private sector, while raising public awareness of clean energy for a large local audience.
- Program Support
- Support the effective and efficient design, implementation, and evaluation of the assigned programs and events.
- Support administrative tasks such as venue, catering, and logistics arrangements.
- Assist in managing procurement and finance documentation to ensure compliance with organisational policies and donor requirements.
- Actively support and maintain strong relationships with program stakeholders, including donors, program partners, sub-contractors, and participants.
- Work with the Communications team to enhance program visibility by providing timely updates and relevant information.
- Supporting delivery of CEI and CEF will require working outside of regular hours (WORH) between February-August (tentatively) on some Saturdays for the CEI and CEF training sessions, and travel to Siem Reap is expected approximately 9 weekends. EnergyLab has a time off in lieu (TOIL) policy through which staff who accrue WORH can take equivalent TOIL on workdays to compensate.
- Budget management
- Work with the Program Coordinator to prepare program budgets and track expenses to ensure the program runs on time and within budget.
- Monitoring and Evaluation
- Support the design of survey tools to collect data and feedback for evaluating the impact of flagship programs and events.
- Assist the Program Coordinator in collecting data regularly through surveys, interviews, and other methods to assess program outcomes.
- Support the analysis of program data and the preparation of M&E reports.
- Use M&E insights to identify lessons learned, inform program improvements, and develop case studies documenting program impact.
- Program reporting
- Support the Program Coordinator with the preparation of program reports.
- Support the drafting of sections of donor reports as required.
- Bachelor's Degree in Environmental Science, Engineering, Sustainability, Public Policy, Development Studies, or a related field.
- Minimum 1-2 years of work experience in program coordination and/or project management.
- Strong written and oral communication skills in English and Khmer.
- Proficiency in Microsoft Office Suite and other online tools.
- Previous experience in supporting or writing project/program reports.
- Demonstrated interest or experience in environment/sustainability/energy.
- Experience in monitoring and evaluation and managing budgets.
- Proven ability to meet deadlines and work in a fast-paced environment.
- Excellent organizational, prioritisation, and time management skills.
