Forum Syd is a Swedish politically and religiously unaffiliated non-profit organisation, with 140 member organizations from Swedish civil society. Forum Syd works towards a just and sustainable world through its regional hubs, country offices, and partner organizations around the globe. 

Forum Syd is now looking for Program Officer working on Natural Resources Management and Climate Change (PO-NRM and CC). The PO-NRM and CC is responsible for grant administration to responsible partner organizations, providing technical support on the thematic areas, monitor the progress of program implementation.

Reporting Relationship

  • This position directly reports to: Program Manager
  • Responsible Partner Organization: 5 portfolio partners
Duties
  • Grant Management:
  • Assist team to conduct assessment/appraisal NGOs for new partner selection
  • Assess and evaluate relevant documents that partner organizations have submitted for grant installment such as activity plans, budgets, result and financial reports, and audit reports to ensure policy compliance to Forum Syd each year by cooperation with Program Manager (PM), Grant Management Officer (GMO), and Finance Admin and Human Resources Manager (FAHM).
  • Conducting field monitoring to target areas of responsible partner organizations to monitor progress of project activities implementation, analyze and prepare report including joint action points, and provide feedback to partner organization on timely manner.
  • The PO reviews capacity building plans, identify capacity building needs, budget, and facilitate relevant coaching and training activities
  • The PO collects information/results about activities related to Forum Syd mainstreaming areas (Gender, Do No Harm, and Youth) and reports them back to PM for inputs to reports
  • Support in developing and implementing rights-based approaches including good practices, methods and strategies related to their work
  • The PO supports partner organization activities on related Community Based Organizations (CBOs) development, including some capacity building
  • Responsible for Climate Change activities within the program and attending in any related meeting, forum, policies work with CSOs, MoE and climate change networks.
  • Networking
  • Support CSOs networking/Technical Working Group on related Fisheries and sharing of information and experiences among partner organization on related to NRM and Climate Change issues
  • Support in research and study related to natural resources, such as fishery and forestry in Cambodia
  • Organize exchange/study tours, workshops, coaching, and/or lead research
  • Assess and evaluate Result and Financial Reports from the responsible partners.
  • The results-oriented reports are assessed, evaluated, and verified with financial report in close cooperation with the GMO and PM, and handed on to the FAHM
  • The PO presents/update the spot check results to the Program Team
  • The PO gives feedback to partners regarding the result-oriented report
  • The PO makes sure that basic data, reports, and other monitoring information is documented in line with Forum Syd’s PME and Management System and made available to Dira, SOPAL, SharePoint
  • Respond to partner organizations and suggest what support Forum Syd can give on related program perspective
  • Cooperate closely with Forum Syd’s team and assist them in their support to partners organizations
  • Providing inputs and assists PM on reports writing to Forum Syd Head Office and Donors
  • Prepare for Annual Review Meeting (ARM-partners) with each responsible partner organization together with Forum Syd’s Program Manager and Country Manager.

  • Participate in in external meeting, conferences or workshops when requested by CM, PM, or Management Team
  • To take active part in the updating of Forum Syd’s country analysis of Cambodia and development of the Country regional Strategy
  • Other relevant tasks.
Requirements
  • University degree in fisheries or other relevant fields
  • Have at least five years of proven experiences working with sub-granting, project cycle management, and results-based management,
  • Sound knowledge on gender equality, rights Based Approach, Accountability and natural resources and climate change,
  • Experienced working with CBO development and provides small grant to CBOs
  • Comprehensive understanding of development contexts facing Cambodia, CSOs/NGO contexts, financial management, funding sustainability.
  • Excellent interpersonal and communications skills with mature judgment and proactive approach to problem solving.
  • Experience in working in a multicultural environment
  • Good organizational and effective time management skills
  • Very strong English language skills, both written and verbal
  • Knowledge on Microsoft Office (Word, Excel, outlook, office 365, SharePoint …etc.)
  • Flexibility and problem-solving ability to work in a flexible, dynamic environment
  • Previous work experience with international organizations will be considered an asset
  • Readiness and possibility to extensive domestic traveling to Cambodian provinces
