The Women’s Network for Unity was founded at the end of 2002 by over 160 male, transgender, lesbian and heterosexual female sex workers with its first election to recruit seven secretariat members to work on behalf of WNU. WNU has been registered with the Ministry of Interior since June 2004, aims to become a union with 5000 members.

WNU promotes the human rights and civil liberties of sex workers and calls for recognition their rights as workers to earn a livelihood free from exploitation and oppression. WNU also works to build networks capable of promoting dignity and justice for sex workers and of combating all forms of violence (including human trafficking), discrimination and HIV infection.

Program Officer (1 Position)

Position Summary

REPORT TO: Managing Director

LOCATION: Women’s Network for Unity Office, PhnomPenh (sometimes travel to province)

THE PURPOSE OF THE POSITION

This position is primarily responsible for the overall management of the operation administration and procurement function. It shall ensure compliance with organization policies and procedure issued from time to time to promote good stewardship of funds and resources.

This position is also responsible to provide administration advice and services to the Program team and DICs Committee in ensuring efficient functioning of program and project operations and procurement. In addition, this position shall work in close coordination with the Finance Officer for the management of petty cash and for Associational directives, administration information, and support.

Expectations - Duties, Responsibilities
  • Understand WNU’s mission and link communication to WNU core value and work, raising awareness of the organization’s reach and impact
  • Involve all aspects of programs including oversight and administration, grant application/proposal review and processing, funders and partners, oversee grant program evaluation and benchmarking, prepare reports and other duties as needed;
  • Organize and coordinate monthly meeting and the annual Community Development training/workshop/event.
  • Identify opportunities for new program development and expansion;
  • Assist with the development of strategic partnerships;
  • Assist with the strategic development of the organization;
  • Conduct research, compile data and prepare reports for consideration and presentation to the Managing Director
  • Attend WNU and Us meetings or other meetings as requested;
  • Supervise intern, volunteers and other support personnel;
  • Assist with ongoing organizing and outreach program in Phnom Penh and other provinces and manage and produce event at WNU and DICs
  • Build networks with external partners and networks
  • Keep WNU Managing Director and other staff fully informed on the whole organization plan
  • Assist WNU and DIC team with the planning and implementation of local visits by funding partners and other key stakeholders
  • Represent WNU at National coordination among, LNGOs and UN agencies and government meetings when necessary.
  • Consolidate and collate the plans and reports from staff, CCs and TLs include quarterly, semester and annual report for donors and related ministries
  • Conduct quarterly monitoring and evaluation meeting with staff, CCs and TLs to ensure the program have been implemented effectively
  • Revisit and review quarterly organizational plan to ensure that the plan are still related
  • Ensure that all communication within and outside the organization is respectfully undertaken
  • Other duties as assigned by the Managing Director
Requirements - Skills, Qualifications, Experience
  • Requirements:
  • A relevant university degree and/or extensive experience in community development
  • Personal commitment to Women’s Network for Unity values and principles
  • Understanding of entertainment industries and gender and development context
  • Willingness and capacity to travel to Drop In Centers located outskirt of Phnom Penh City.
  • Strong planning and organizing skills and verifiable references
  • Strong organizational skills and ability to coordinate various responsibilities and prioritize conflicting demands and deadlines
  • Good writing, analytical, research and problem‐solving skills in both English and Khmer
  • Ability to communicate in public environment effectively
  • Ability to work flexible hours, dependent on work requirements
  • Ability to demonstrate a commitment to WNU
  • MINIMUM QUALIFICATIONS:
  • At least 2-3 years of experience in one of the following: community development, community and relevant tertiary qualifications in the social sciences/humanities/arts
  • At least a bachelor’s degree in non-profit management, urban studies,
  • Must be computer literate in Microsoft Word, Excel and Power point;
  • Ability to communicate in public environment effectively;
  • Ability to work well either alone or as part of a team
