Started in 2018, IDDS is a five-year USAID-funded project with overall objective is to support Cambodia to (1) expand and improve the quality of the Tuberculosis (TB) diagnostic network, (2) strengthen the TB diagnostic network in line with the priorities of the Government of Cambodia’s National TB Program, (3) continue working with the Community Mobilization Initiatives to End Tuberculosis (COMMIT) project in 10 underserved ODs and CENAT to develop, implement and expand interventions to achieve the following main results:

  • A functional real-time TB diagnostic digital information system that links laboratory test results with patient electronic registers and databases (TB-Management information system [MIS]) to monitor and analyse routine results and standard performance quality indicators.
  • Introduce new TB diagnostic tools like Truenat and the new generation 10 color GX modules to ease access to rapid drug susceptibility testing (DST).
  • Improve chest x-ray (CXR) reading and interpretation platform introduce AI-enabled CXR technology.
  • Improve pediatric TB diagnosis by adopting stool-based GX testing and inclusion in the diagnostic algorithm.

Program Officer

Position Summary

We are currently seeking qualified candidate for the position of Program Officer for IDDS Project. The position will be based in Phnom Penh, Cambodia with traveling to provinces when required.

The Program Officer (PO) will support the IDDS team with technical implementation activities and assist the TB coordinator with overall project management, implementation and report writing. PO will coordinate with the FHI 360 Country Office to provide critical operations support to the technical team. The PO will be responsible for administrative duties including travel and logistics arrangements, technical team event arrangement, visitor liaison functions, providing support to government officials interacting with IDDS, support to M&E activities and supporting budget development and implementation.

Expectations - Duties, Responsibilities
  • Support the development of annual workplans and budget as well as activity budgets.
  • Monitor the project implementation and ensure project deliverables are achieved in a timely fashion
  • Assist technical team members with preparing routine and ad hoc project reports (weekly, monthly, quarterly and annual) as well as review deliverables (review for technical and language, as well as ensuring they fit the IDDS style guidelines).
  • Maintain and update an accurate inventory of all IDDS property, such as computers and laptops, printers, office furniture, office supplies, and other office equipment.
  • Assist procurement in accordance with FHl360 and USAID regulations and procurement plans, including oversight of all bids and billing as appropriate.
  • Prepare and develop communication tools of project activity such as blurbs, press release, etc.
  • Responsible for coordinating expense authorization (EA) and travel expense reports of staff and coordinating with accounting and finance staff to ensure timely submission of the EAs and Travel Expend Report (TERs). Perform other duties as assigned.
  • Assist with the planning, logistics, and management of meetings, workshops/ trainings, and be responsible for taking and disseminating the minutes of meetings.
  • Provide support to the technical and program staff/team, including secretarial duties, such as word processing, filing, scheduling and confirmation of appointments etc. Develop and maintain a comprehensive electronic and paper filing system.
  • Set up, maintain, and update the filing system to include project documents, including work plans, project reports, project updates, and other project-related documents. Maintain and distribute project materials as appropriate or as directed by senior project staff.
Requirements - Skills, Qualifications, Experience
  • Cambodian National
  • Bachelor’s degree in business studies or public health, or related field. Experience working with TB or related projects will be preferred.
  • At least 5 years relevant experience in office management and administration.
  • Ability to work well with others and to develop and maintain compatibility among project staff and stakeholders.
  • Ability to negotiate and find acceptable solutions when problems emerge.
  • Must have excellent communication skills and good command in both written and spoken in Khmer and English.
  • Ability to takes initiative and ownership, make decision, work proactively and independently, manage activities, set realistic priorities and plan for the successful implementation of project.
  • Be self-initiative, innovative, positive and cheerful personality, and highly self-motivated
  • Adaptable and flexible in a variety of tasks contributing to work even outside of JD as required.
  • Strong planning, organizational and scheduling skills, and filing
  • Computer literate with strong skills in the use of Computer literate with strong skills in the use of Microsoft Office software (Word, Excel, PowerPoint)
  • Willingness and ability to learn new things/skills as required.
  • Must be well organized, self-starter with attention to detail.
  • Experience with U.S. government funded projects and an international NGO.
  • Experience in proactively identifying risk, addressing issues, and appropriately communicating these to the project staff and country office as needed.
  • Able to work independently and on a team.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • Ability to travel within country if needed.
