As a key member of Krousar Thmey Head Office and the Executive Committee, the Program Manager is responsible for the overall management of Child Welfare Program. The Manager works closely with the Executive Director, Program Coordinator, Finance Department, HR&Admin Department, M&E Department, PR&COM Department, government counterparts, and external partners to ensure the Child Welfare Program achieves its objectives in line with Krousar Thmey’s mission and policies. The position is based in Phnom Penh with travel to provinces when requested.
- Representation
- Represent Krousar Thmey Child Welfare Program at local, national, and international meetings, workshops, and events.
- Meet and coordinate with visitors at Child Welfare protection centers, including government officials, aid agencies, NGOs, consultants, and partners.
- Strengthen partnerships and promote the visibility and credibility of the Child Welfare Program.
- Program Management
- Directly supervise all projects under the Child Welfare Program with support from the Program Coordinator; currently two long-term projects are under supervision namely Academic and Career Counseling Project and Health & Hygiene Project.
- Establish and manage internal reporting systems to monitor progress, identify challenges, and recommend necessary adjustments to activities, logical frameworks, and budgets.
- Provide technical guidance to project staff on planning, budgeting, implementation, and monitoring.
- Coordinate program activity schedules to ensure coherence, avoid duplication, and prevent time conflicts.
- Conduct field monitoring visits at least once every two months to observe project implementation and provide on-site support (especially at the Child Protection centers, Family Houses, and target communities across provinces in Cambodia).
- Track implementation of recommendations from internal and external evaluations.
- Prepare quarterly, mid-year, annual, and donor reports in coordination with the M&E and PR Departments.
- Support the Program Coordinator in organizing the Annual Program Management Meeting, summer training sessions, and other key organizational meetings, including preparation and distribution of relevant documents and minutes.
- Financial Management
- Prepare annual and project budget plans in collaboration with the Finance Department.
- Monitor project expenditures to ensure alignment with approved budgets and financial policies.
- Review and follow up on actual expenses to ensure proper and appropriate use of program funds.
- Ensure compliance with Krousar Thmey financial and procurement policies.
- Review, validate, and approve financial documents submitted by program staff.
- Organize meetings when budget adjustments or financial issues arise.
- Human Resources Management
- In close cooperation with the Human Resources Department, the Program Manager will:
- Contribute to the development and implementation of staff capacity development plans.
- Provide internal training or identify appropriate external training providers for staff development.
- Conduct regular staff performance appraisals and provide coaching to improve performance.
- Manage drafting and revision of staff contracts and Terms of Reference (TORs) for staff and consultants.
- Participate in recruitment and selection of program staff.
- Coordinate staff development initiatives and support effective program planning.
- Internal Relations
- As a member of the Executive Committee:
- Participate in the Executive Committee meetings when invited to contribute to strategic planning and decision-making.
- Call Executive Committee meetings for urgent matters when required.
- Proactively contribute ideas and recommendations to organizational strategy and policy decisions.
- Attend weekly or monthly meetings with the Executive Director and other Program Managers as necessary.
- Networking and external relations
- Participate in coordination meetings and training sessions with child rights and protection networks, including Child Rights Coalition Cambodia, 3PC, Child Welfare Groups, and other relevant networks.
- Collaborate with the Ministry of Social Affairs and relevant child protection departments to maintain good and sound relations.
- Support the Administration Team to proceed for the Memorandum of Understanding (MoU).
- Develop partnerships with private sector companies, state institutions, and NGOs for fundraising and resource mobilization initiatives.
- Ensure alignment of program activities with national child protection policies and the UN Convention on the Rights of the Child.

- Perform other functions required by the Executive Director.

- English - Fluent
- Bachelor's Degree in or Master’s degree in relevant fields such as Sociology, Social Work, Development Studies, Education or Social Sciences.
- Experience in program management preferably in child protection or child welfare for 3 years as a minimum
- Very good English in writing, speaking, listening and reading skills (French is an asset)
- Very good computer and office skills (Word, Excel, Power Point, internet, etc.)
- Proven experience in financial management and budget oversight.
- Experience in donor reporting and monitoring & evaluation processes.
- Strong interpersonal, communication, and networking skills.
- Ability to work effectively with government authorities, NGOs, donors, and private sector partners.
- Commitment to child protection principles and safeguarding policies.
- Car or Motorbike driving skill is an asset (optional for Person with Disabilities).
- Excellent organizational and problem-solving skills.
