Position Summary

Fostering an Inclusive and Shock-Responsive Social Protection System in Cambodia (FIRST) Voice for Change Program

Internal Job Grade: D1 National

Contract type: Fixed-term for 1 year with possibility for extension

JOB PURPOSE:

Oxfam in Cambodia is looking for a dynamic person who have concret knowledge/background with high embition to lead, coordinate and manage the implementation the Fostering an Inclusive and Shock-Responsive Social Protection System in Cambodia (FIRST). FIRST is a 3 years project with funding support from EU aiming to enhance more inclusive, rights-based and shock-responsive in design and delivery of social protection in Cambodia. The project will work very closely with the National Social Protection Council, government agencies, EU, UN agencies, and development partners.

Program Finance Officer (PFO) will work directly with Voice for Change Program Manager, business function team, consortium members and relevant key stakeholders to deliver high quality and high impact programming; and leverage our impact through leading and coordinating in collaboration with our local partners and allies at subnational, national and regional levels.

Expectations - Duties, Responsibilities
  • Develop a financial management framework for the implementation of the grants and partnership agreements incorporating all local partners
  • Proactive support and advice to the PM, other programme staff and partners in relation to finance issues/activities.
  • Participate in the selection of partners ensuring their sound financial management capacity with systems in place that meet generally accepted financial practices compliant with national laws and regulations.
  • Analyze financial aspects including financial reports, variance on budgets, grant management, partnership agreements, control mechanisms and financial audits ensuring proper accountability and transparency.
  • Monitor partners' financial management systems, as well as the implementation of project activities and outcomes in close collaboration with the Project Manager.
  • Conduct monitoring visits to partners to check financial and audit reports and the status of their project activities.
  • Carry out compliance checks with partners and their activities and provide written reports to the Project Manager.
  • Advise on, train and enforce compliance to mandatory procedures and ONL’s systems (ADOBE, PASTEL etc.).
  • Review and advice on partnership agreements and partners’ financial reports
  • With support from the Project Manager ensure consolidation of reports from partners and preparation of timely high-quality donor reports
  • To ensure that partner’s financial procedures are monitored and their internal financial systems are credible. Provide advice and capacity building as appropriate
  • Provide timely financial reports to the donor as well as Program Manager
  • Prepare grant monitoring report by every quarter as per the instruction from FOM
Requirements - Skills, Qualifications, Experience
  • Essential and desirable:
  • A minimum of five years of experience using multiple project financial management systems, with a proven track record of management, preferably with international organisations;
  • A degree in Finance, Accounting and/or Business Administration, or equivalent combination of education, training and experience.;
  • Good knowledge of accountancy software and excellent computer skills;
  • Excellent inter-personal skills and a good team player able to work in multi-cultural environments;
  • Understanding of gender and diversity issues and commitment to promoting gender and diversity equity;
  • Flexible and able to work independently and under pressure;
  • Experience with EU project will get preference.
  • Able to travel frequently and for long periods of time;
  • Fluent in English (reading and writing).Commitment to Oxfam’s vision and mandate
