Role descriptions:
The role of Program Director is to manage and coordinate all program activities in the organization to achieve high quality, effectiveness and positive impact of project/program implementation. In addition to that, s/he will support the Executive Director in proposal development, report writing, and organizational development.
- Program development and coordination
- Lead the development of organizational program strategy and approaches
- Design/develop projects based on CIPO’s mission and strategies, responding to the needs of communities and requirements of donors
- Initiate innovative approaches for program implementation
- Develop project implementation plans and schedule
- Manage all program activities, including solving emerged issues
- Lead all important project events
- Work with Finance and Operation Director to ensure that project staff have all relevant materials and resources needed for project implementation
- Ensure cross-project coordination to achieve smooth, effective, and efficient implementation of all projects (through meetings; cross-project communications)
- Laisse and foster effective communication with the project team and external stakeholders
- Program quality assurance and reporting
- Lead the development of monitoring and evaluation framework
- Ensure that monitoring and evaluation activities are regularly conducted
- Train and coach project staff to use monitoring tools and process
- Lead to conduct program team reflections
- Initiate and lead annual field monitoring at communities
- Ensure continuous improvement of program implementation as results of monitoring, evaluation and learning from experiences
- Write all program and project reports to donors and stakeholders
- Coordinate with/support external consultant to conduct evaluation
- Proposal development and fundraising
- Lead the development of fundraising strategy
- Support the Executive Director in all kinds of project proposal development
- Together with the Executive Director, identify potential donors for proposal submission
- Provide data and information from projects relevant for proposal writing
- Maintain good relationships with current donors, partners and stakeholders
- Work closely with Director to respond to donors’ requirements as needed
- Budget management
- Support the Executive Director in developing project budget into the proposal
- Monitor budget expenses of all projects, take actions if needed
- Approve project budget, project cash advance according to authorization level
- Monitor closely that budget spending is consistent with the budget lines approved by donors in the contract
- Raise budget issues (deficits/surplus) for solutions
- Staff supervision and coaching
- Participate in the recruitment of project coordinators and project staff
- Develop/update job descriptions of all project staff for Executive Director’s approval
- Supervise project coordinators: work allocation, provide directions or guidance
- Provide good leadership to all staff, and initiate to develop good relationships
- Monitor performance of supervisees (e.g. though line supervision meeting)
- Conducting annual performance appraisals to supervisee
- Take actions on staff disciplinary matters wherever needed
- Ensure that project staff understand and comply with organizational policies and procedures
- Work with Finance/Operation Director to create staff capacity development plan, and coordinate the implementation
- Assess capacity development needs of project staff – identify skill gaps
- Provide on-going coaching to supervisees to develop and increase his/her capacity over time
- Organizational development
- Coordination the development of CIPO strategic plan, and operational plan
- Identify organizational development (OD) needs, and initiate ways for improvement
- Lead the review of management systems, process, structure and policies
- Ensure that all necessary management information systems needed to support the development of organization strategies are in place
- Lead all organizational development activities and events
- External relationships
- Work with management team and consultants as appropriate to develop CIPO’s marketing and publicity strategies.
- Represent the organization to external stakeholders at meeting, workshops, networking, etc.
- Present CIPO programs to external stakeholders, especially donors
- Represent the organization within the different partners includes working to create strategic connections for potential donors/partners/communities and project development
- Develop regional and international links that have the potential to benefit CIPO
- Support the functioning of Board
- Work closely with the Executive Director to review the functioning of the board, and take actions to improve board functioning (e.g. suggestion for new board members, by-laws revision, etc.)
- Produce program report for the board as required, and invite board members to engage in some program activities as appropriate
- Attend Board meetings and contribute to the work of the board by advising in an ex-officio capacity.
- If requested, assist in producing minutes and documentation of board meeting and decisions
- Generally
- Deputize the Executive Director once absence and as requested
- Other reasonable tasks maybe requested by Management Team or Executive Director
- At least Bachelor degree in development, management or related field
- At least 8 years working experiences in program management in development context
- Strong skills in project design/development, and proposal development
- Strong project monitoring and evaluation skills (approach, tools, process)
- Excellent analytical skills and report writing skills
- Experiences in organizational development (policies, procedures, strategies)
- Excellent leadership, communication, and interpersonal skills
- Good skills in coaching and mentoring to develop staff capacity
- Proficiency in Khmer and advanced level in English (verbal and written)
- Knowledge on indigenous people is a plus
- Ability to perform multi-tasks, meet deadlines and work under pressure
- Systematic working and strive for high-quality standards
- Excellent delegation, prioritization, people, and time management skills
- Quick learner, and willingness to empower/develop capacity of people
