Program Coordinator

Position Summary

Full time, Fixed Term Role based in Phnom Penh, Cambodia.

ABOUT YOU

To excel in this role, you will need strong project management skills, capable of handling and prioritizing multiple projects while ensuring deadlines are consistently met. Exceptional written and verbal communication skills, including fluency in English, are crucial. Additionally, strong report writing, and documentation abilities are required to effectively capture and present project deliverables.

Furthermore, you should have a proven track record of influencing and building collaborative relationships with partners and stakeholders, including government officials. Exceptional stakeholder engagement skills, particularly in managing relationships with partners and officials, will be a key strength. Your ability to engage and communicate effectively with these groups will be essential in driving projects to successful outcomes.

THE OPPORTUNITY

Do you want to make a meaningful impact in the health sector? We are looking for a passionate Program Coordinator to join our Programs team in Cambodia. The Program Coordinator will drive the successful implementation of country programs by ensuring program activities are well-coordinated, monitored, and executed in alignment with both government and organizational objectives. You’ll be working closely with our partners, government officials, and healthcare professionals, bringing together resources, people, and expertise to improve the eye health system in Cambodia.

Expectations - Duties, Responsibilities
  • The Program Coordinator will own the outcomes of: 
  • Leadership, management and program oversight:  
  • Collaborate with the country team to develop and implement strategic program plans, policies, and activities.
  • Provide effective leadership and oversight to ensure program activities are executed efficiently and effectively, achieving set goals.
  • Facilitate smooth program/project coordination, aligning with government regulations, organizational plans, and best practices.
  • Collaborate with the country team, headquarters, and Cluster teams to ensure effective program execution.
  • Proactively identify and manage program operational risks.
  • Financial and Resource management: 
  • Develop and manage annual program budgets effectively, ensuring ideal resource allocation.
  • Guide Implementing Partners in developing and tracking program budgets (monthly, quarterly, annual).
  • Monitor and report program expenditures for efficient financial management.
  • Collaborate with the Finance & Operations team to achieve transparent and accountable program finances.
  • Monitoring, Evaluation, Learning and Program Quality: 
  • Collaborate with partners and stakeholders to ensure effective implementation of the approved Provincial Eye Health Roadmap.
  • Lead the implementation of Continuous and Cataract Quality Improvement (CQI) approaches to enhance eye health program quality.
  • Promote the adoption of established standards and guidelines, collaborating with the National Program for Eye Health and relevant stakeholders to ensure the effectiveness of the eye health training program.
  • Engage the implementation of the effective implementation of Primary Eye Care at the sub-national level.
  • Conduct ongoing monitoring of program activities to assess progress towards achieving program goals and identify areas for improvement.
  • Contribute to the development of high-quality program reports and facilitate thorough M&E processes.
  • Collaborate with external consultants and stakeholders in program assessments, and evaluations.
  • Collaborate with partners and The Foundation’s team members to document the program success and case stories.
  • Document and share best practices and lessons learned across teams, fostering continuous learning within the organization.
  • Partnership and Representation 
  • Foster and strengthen partnerships with program stakeholders to identify opportunities for collaboration, relationship building, and program expansion.
  • Cultivate and manage external relationships with government officials, multilateral/bilateral agencies, NGOs, and other key stakeholders.
  • Additional Responsibilities:
  • Deliver other program-related tasks assigned by managers with the same level of quality and dedication.
  • Provide timely support to other country teams as needed.
Requirements - Skills, Qualifications, Experience
  • Masters or Bachelor degree in qualification in Public Health, Management, Social Development, or related field.
  • At least 3-5 years’ experience in managing projects in the development context.
  • Working in sectors of social development, public health and rehabilitation; exposure to eye health related programs will be an added advantage.
  • Experience in Primary Eye Care and Continuous Quality Improvement (CQI) program management.
  • Application of project design, project management, budget development and monitoring and evaluation.
  • Successful implementation of health projects with required outcomes and Health system strengthening.
  • Experience in partnering and building relationships with national and sub-national government partners and stakeholders.
  • Proven experience in facilitation of major events, workshops, seminars, training etc.
  • Excellent communication skills with ability to work effectively in cross-cultural environment with fluency in written and spoken English.
