Purposes of the Position
To be responsible for the procurement of all tools, equipment, goods, and services following company policies, procedures, and applicable local and public regulations.
- Vendor list establishment
- Set up vendor list (Select, Negotiate, Evaluate, and timeframe for re-evaluation)
- Check the relationship between the company and the vendors/ sub-contractors and the relationship between the company’s staff and the vendors/sub-contractors
- Set up a document template for each process
- Set up Approve Authority Matrix
- Update vendor list annually
- Participate in communication and negotiation with vendor
- Purchasing
- Develop purchasing policies and processes to meet business objectives and operational needs in terms of price, quality, and delivery targets that enable the company to function well.
- Ensure purchasing policies, processes, and any relevant documents are in place and updated.
- Ensure the purchasing process and systems are in place
- Set up a purchase order and send it to the vendor
- Follow up product delivery against time, quantity, quality, and process
- Provide training to employees about the purchasing process
- Contract Management
- Create standard contract templates for different products and services
- Set up a due diligence process
- Follow up product/service delivery against contract
- Do other tasks as instructed by management
- Bachelor’s Degree or Master’s Degree in any related field.
- At least 5 years experience in engineering and/or procurement-related project.
- Good understanding of engineering work (Feasibility study, detailed design drawing, BOQ, technical specification, test, work method statement…etc.) plus engineering design software applications (such as AutoCAD, Civil 3D, ArcGIS, SKETCHUP, LUMION, Photoshop, Corel Draw, Math CAD…etc)
- Good understanding of procurement tools and solutions on the market (software application, e-procurement, e-sourcing. etc).
- Knowledge of legal framework (construction law, commercial law, customs regulation, logistics…etc.)
- Good writing & speaking in English.
- Deep knowledge of computer skills: Hardware & software
- Willingness to learn new skills in procurement-related projects.
- Good negotiation and influencing skills

Legal Officer/Assistant Manager of Legal

Purposes of the Position
To support the Legal Manager to ensure that the company’s legal matters are properly managed. Also, to support the manager in advising, supervising, and directing the company regarding legal issues through effective understanding and critical thinking of the Cambodian Legal framework.
- Support the manager in preparing legal documents including long-term lease agreements, sale and purchase agreements, leases of land, perpetual lease agreements, rental factory agreements, joint venture agreements, brokerage agreements, advisory service agreements, etc between the company and customers and other companies as required.
- Support the manager in preparing documents for land registrations, transfer, sub-divide, and long-term lease certificates and support in processing documents and applications for land transactions, company registration, and other related tasks to public and private organizations as needed.
- Support the manager in analyzing and providing updates on new laws and regulations, legal issues, laws, sub-decree, prakas, circulars, instructions, and all kinds of agreements related to real estate, investment, taxation, labor issue, environment, business and so on.
- Check and update the existing legal documents, and formats related to the company to maintain and make sure with the company benefits through the legal matters.
- Support the manager in managing and supervising the legal department
- Support the manager by working closely with all departments to help deliver solutions relevant to the business needs under the law of the Kingdom of Cambodia.
- As needed, liaise with law firms and relevant government institutions, namely the Ministry of Land Management, Urban Planning, and Construction, Council for the Development of Cambodia, Special Economic Zone Administration, and so on.

- Draft Chairman and CEO message in both Khmer and English
- Cover the management and BOD training report of the year to put in the report
- Prepare the BOD evaluation form online and report
- Disclose the report to SERC, CSX, and the website
- Facilitate the issue in the report with CSX and SERC
- Facilitate between Internal and External Auditors
- Prepare the Agenda, venue, notification, arrangement, Material, Coffee break, door gift, and information
- Draft Chairman Speech
- Distribute the invitation to related parties
- Draft Minutes to disclose to SERC and CSX
- Facilitate with the registrar, IT team, and related parties
- MC – Master of the ceremony for the events (AGM, EGM, or IR-related events)
- Facilitate the Dividend payment
- Meeting (BOD, EXCO, AC – Audit Committee Meeting, Risk Management Committee, and other ADHOC Meetings as required):
- Prepare and arrange the link of the meeting (sometimes as required/requested)
- Prepare the attendant list
- Arrange the administrative support
- Draft Minutes of the meeting of BOD, EXCO, and AC
- Distribute the minutes to sign and SERC
- Share the last BOD minutes Meeting to BOD
- Assist another task from CFO, DCFO, and Corporate Secretary
- Prepare the timeline of the BOD meeting Schedule for the year
- Prepare all of the payments in the department
- Arrange the department document
- Draft press release that assigns by management to public
- Assist in other issues related to the stock market and company
- Control the stock of the materials of the department
- Bachelor Degree in Accounting & Finance/Economics field
- Entry-level to pre-professional level accounting/audit (CPA) program students will be an added advantage for consideration as suitable candidates
