DGRV – the German Cooperative and Raiffeisen Confederation is the national apex organization and top- level auditing confederation of the cooperative sector in Germany. Since more than 40 years, DGRV is engaged in international development cooperation. In more than 30 partner countries, DGRV provides consultancy and helps to develop cooperative systems and structures aiming at a sustainable development of the cooperative sector.

In Cambodia, we are working in the framework of the regional project “Economic Inclusion through Sustainable Cooperative Systems in Asia" (2024 - 2026) which is funded by the German Ministry for Economic Cooperation and Development (BMZ). Pepper Quality Management

Position Summary

PURPOSE

The pepper sector is an important agriculture sub-sectors that is providing sustainable income for small holder farmers in Cambodia. The global market demand for pepper is increasing the need for specific standards to ensure food safety and traceability. It is an opportunity for pepper farmers to pursue high quality standards and certification of pepper to meet with global market requirements.

Therefore, DGRV is seeking a qualified consultant to provide services and expertise to around 100 key farmers in 4 provinces (Tboung Khmum, Mondulkiri, Preah Vihear, and Kampong Thom) to mobilize pepper farmers, conduct site assessments aligned with CamGAP standard requirements; provide training on CamGAP standard requirements, provide training on Internal Control System Management (ICS) and recording; provide training and education on how to use safe agrochemical in pepper farms; provide technical coaching and follow up activities; and conducting internal audit to ensure proper technical application.

WORK SCHEDULE and TERM and CONDITION

  1. Prepare training session plan, training module, pre- and post-test and course evaluation of the covered topics,
  2. Submit training session plan, training module, pre- and post-test and course evaluation of the topics trained to the partner ACs,
  3. Submitting final training report, both in English and Khmer to DGRV and the CSACU.
Expectations - Duties, Responsibilities
  • The tasks in this assignment will cover the following:
  • Mobilizing pepper farmers to join quality producer group.
  • Communicating with FUCHS for acknowledgement and exchange information, as well as updating the performance and communication with Pepper Farmers,
  • Communicating with Cambodian Spicy Agricultural Cooperative Union (CSACU) for confirmation farmer requirements and participation in all relevant activities taken by the Consultant,
  • Conducting site assessment aligned with CamGAP standard requirements,
  • Providing training on GamGAP standard requirements,
  • Providing training on Internal Control System Management (ICS) and recording,
  • Providing training and education on how to use safe agrochemical application in pepper farms,
  • Providing technical coaching and follow up activities required by the Farmers and company,
  • Conducting internal audit to ensure proper application of standard requirements.
  • Support pepper cooperatives in pursuing results and standard certification,
  • Coordinates and conducts field assessment for granting CamGAP Certification.
Requirements - Skills, Qualifications, Experience
  • The consultant should have a track record of at least five years of relevant training and GAP experience
  • Education: at least Bachelor or Master degree in agronomy, horticulture, agribusiness management, agricultural economics, farm business managment, and/or related fields,
  • Proven and mandatory Technical Experts in agrochemical specialization and application with 7 years‘ field practice experience in related field of pepper planation,
  • At least 7 years‘ experience, knowledge skills in developing training materials and delivery on related fields
  • Proven experience in conducting training/capacity building on agricultural sector, especially quality pepper production and management
  • Critical knowledge and skills on pepper production, organic agriculture, CamGAP standard and agricultural business management
  • Good understanding about the Cambodian context, agricultural cooperatives, agricultural policy, agricultural development structure, cooperative-based agribusiness, global food and agricultural business management
  • Expertise with local language use in training delivery

APPLICATION

Interested candidates can submit technical and financial proposals to DGRV. The technical proposal should contain the bidder’s experience, comments on TOR, description of technical approach and methodology, work plan, key staff composition and task assignments, summary of curriculum vitae for proposed professional staff and staff schedule for undertaking the task. The financial proposal should include a breakdown of the staff time and daily rates as well as direct costs & taxes associated with the assignment.

SUBMISSION REQUIREMENTS

DGRV reserves the right to accept or reject any quotation and to cancel the process and reject all quotations at any time before the award of contract without thereby incurring any liability to the suppliers or any obligation to inform the suppliers of the ground for such action.

REMARKS:

The rate stated should be excluding VAT and any duties or charges. DGRV will be responsible for the transfer of withholding tax to the tax department, which is deducted from the overall amount.

Transfer of any other taxes or duties in connection with payments and cost reimbursements under a potential contract is the sole responsibility of the contractor. Such costs cannot be claimed from DGRV.

Per diems / travel costs are being paid according to the local travel regulations of the DGRV representative office.
