People and Culture Coordinator
Job Summary: The People and Culture Coordinator will be an experienced human resource professional effectively able to recruit, support, and develop talent. He or she will be proficient across a broad variety of HR functions and have a vast knowledge of employment laws and regulations. This person must be detail-oriented, proactive, flexible, and passionate about working with an anti-trafficking organization.
Working Conditions
Work can primarily be performed remotely, outside of in-person interviews, trainings and meetings with leadership and program staff.
- Hiring, Onboarding & Training
- Advertise and oversee talent recruitment for all open positions
- Create and update staff job descriptions for Cambodia-based employees
- Implement a hiring process and assist with candidate interviews
- Create and maintain an organizational filing system for all employee applications and personnel files
- Generate all necessary paperwork for new employees and assist them in completing it as needed
- Research and monitor competitive salary scales and benefits and advise the Organizational Development Manager and Southeast Asia Director accordingly
- Ensure accurate implementation of payroll and benefits administration, including health insurance, seniority pay, and NSSF
- Train new hires on Freedom’s Promise culture and policies
- Lead organizational trainings that ensure the mission, values, and culture of Freedom’s Promise is understood by all employees and embodied in the working atmosphere
- Make recommendations regarding professional development and training opportunities for individual staff
- Track staff training history
- Policies & Compliance
- Work alongside Organizational Development Manager and International Director of Special Projects to create people and culture policies and procedures
- Create an employee handbook
- Ensure legal compliance with all local and national employment requirements
- Act as a liaison between Freedom’s Promise and the Ministry of Labor
- Process visa applications for ex-pat staff members with the Ministry of Foreign Affairs
- Manage staff leave requests
- Oversee employee health and safety procedures
- Employee Relations
- Be available to hear and address employee concerns or grievances
- Provide managers and staff members with coaching and resources to help resolve and prevent interpersonal and team conflicts
- Assist the Organizational Development Manager in organizing staff care events and retreats
- Collect information via surveys, exit interviews, and other means to assess staff experience, and make recommendations to continually improve organizational practices and overall job satisfaction
- Support program managers in handling and documenting disciplinary issues and terminations

FNGO Accountant
Duty station: Freedom’s Promise Main Office, Battambang Province, with the possibility of remote work.
Reports to: Director of Organizational Development
Job Summary: The accountant will be an experienced bookkeeper with a thorough knowledge of accounting principles and procedures. He or she will be proficient at creating financial reports and able to effectively coach program leaders. This person must be detail-oriented, proactive, flexible, and passionate about working with an anti-trafficking organization.
- Financial Reporting
- Perform monthly reconciliation of all expenses for Freedom’s Promise four main programs
- Compile a monthly financial report for each program, analyzing to ensure spending is in-line with the budget
- Create annual financial reports
- Ensure all expenses are properly entered and correctly coded in accounting software
- Analyze financial data, providing ideas and recommendations for improvement to the Organizational Development Manager and SE Asia Director
- Cash Management
- Work with Organizational Development Manager and Director of Special Projects to create and implement financial policies and procedures across Freedom’s Promise programs and operations
- Research and implement an organizational system for expense tracking to be used across programs
- Regularly monitor bank statements and overall cash flow, analyzing monthly cash position
- Record and monitor petty cash distribution and levels
- Audit and Compliance
- Coordinate and oversee annual audit process for Freedom’s Promise Cambodia
- Ensure Freedom’s Promise is in legal compliance and good standing with the government,
- adhering to all FNGO financial requirements
- Ensure individual programs are all in compliance with Freedom’s Promise financial policies
- Ensure financial contracts and agreements are properly executed and monitored
- FNGO Reporting and Payroll
- Implement and oversee payroll system and monthly processing
- Ensure timely monthly payment of all salary tax, NSSF, seniority pay, and building rental tax
- Accurately prepare all monthly and annual financial documents required by the tax office and submit on-time
- Go to the relevant official departments and submit government reports as required FNGO
- Staff Support
- Provide support to program managers as needed with regards to budget preparation, quarterly financials, and monitoring spending throughout the year
- Respond in a timely manner to all questions and communication from Freedom’s Promise staff and partners
- Work with staff to improve existing accounting methods and to implement financial policies
- Strengthen the capacity of staff by providing ongoing coaching and training on budgeting, expense tracking, and financial procedures
- Working Conditions
- Work can primarily be performed remotely, outside of occasional trainings and meetings with staff and partners. Position requires quarterly site visits to programs.
- Degree in appropriate field of study
- Accounting certification preferred
- At least three years accounting experience, with NGO experience preferred
- High value for excellence; keen attention to detail
- Substantial knowledge of government finance requirements and laws
- Ability to work independently and in collaboration with the Director and program staff
- Good command of both written and spoken Khmer and English
- Ability to prioritize tasks and meet deadlines; strong problem solver
- Proficient in the use of accounting software and payroll systems; excellent computer skills
