Partnerships Manager
Reporting to: Cambodia Program Director (PD)
Works with: Project Managers (terrestrial, marine, livelihoods)
Summary Description:
To enhance collaborations that advance our program strategy and growth plans; strengthen relationships with government, NGO, and community partners; and increase funding opportunities.
Partnerships Manager (PM) is responsible for external collaborations for Wild Earth Allies’ (WEA) program in Cambodia. The PM will develop and service relationships with partners at national and local levels, identify potential partnership opportunities for new funding, coordinate partnership activities, and ensure alignment with program goals and organizational values of advancing local conservation action.
- Support renewals of Government MoUs (MoFA, MAFF, MoE).
- Combine and edit quarterly reports, semester reports, and annual reports that are written/produced and submitted to government partners.
- Document internal and external meetings and follow up on action points.
- Support project managers to organize events such as workshops, meetings, exhibitions, and facilitate with local authorities if needed.
- Assist PD and project managers to draft schedule and agenda for donors, guests, and visitors for program field visits.
- Assist PD in building strong relationships including through drafting collaboration agreements with NGO partners, government partners, and others.
- Coordinate WEA participation in national and provincial working groups relevant to program strategy implementation.
- Assist PD to prepare country progress activity reports for board meetings and others as requested by global team.
- Work with program team to promote positive collaboration with all partners.
- Promote WEA program in Cambodia (such as WEA credit and visibility).
- Work with F&A team to arrange monthly, quarterly, semester, annual meetings (including staff retreat).
- Present summary discussion points to PD after attending external events/workshops/meetings and identify key follow up actions which can be integrated into WEA programs.
- Support project managers on concepts for donor proposals for approval by PD.
- Other tasks as requested by the PD.
- Key Requirements
- Master’s Degree preferred: A master’s in business administration (MBA) or another relevant advanced degree can be an advantage, especially for senior or highly strategic roles.
- Strong interpersonal and communication skills.
- 5 years’ experience in developing partnerships or business development is highly valued as it demonstrates an understanding of relationship-building, negotiations, and deal closure.
- Strong verbal and written communication skills in English and Khmer.
- Having skills in managing multiple projects simultaneously, prioritizing tasks, and collaborating with cross-functional teams is essential.

- Ability to develop long-term strategies for partnerships that align with the WEA’s overall goals and objectives.

Finance & Administration Officer
Reporting to: Finance & Administration Manager (FAM)
Works with: All officers, All Managers, Cambodia Program Director, and US Director of Finance & Administration.
Summary Description
The Finance & Administration Officer (FAO) will play a key role in supporting the administrative and finance functions of Wild Earth Allies’ (WEA) in Cambodia. This role involves managing the finance and administration functions of WEA’s Cambodia office, ensuring compliance with organizational policies, donor requirements, and international best practices. The FAO is responsible for delivering effective, transparent administrative and financial support to facilitate WEA’s mission in Cambodia.
- Administration
- Manage day-to-day operations of the office including welcoming visitors, mailing correspondence, etc.
- Act as the primary point of contact for administrative matters.
- Support Finance & Administration Manager in implementing administrative procedures.
- Regularly update staff status on the official Cambodian labor portal (https://lacms.mlvt.gov.kh )
- Conduct procurement activities, including soliciting quotes, placing orders, and managing purchases in line with WEA’s procurement policies and procedures.
- Maintain accurate records of inventory and fixed assets.
- Prepare and process office related payment requests and manage office supplies.
- Provide timely and efficient administrative support to the Cambodia team and visitors, including arranging travel according to WEA travel policies.
- Draft and manage contracts related to office rentals, vendors, and other services, ensuring compliance with necessary approvals.
- Recommend improved communication strategies for effective information flow.
- Finance
- Oversee requests for cash advances, settlements, reimbursements, and purchase orders.
- Manage petty cash, including efficient processing of petty cash payments.
- Assist Finance & Administrative Manager to prepare payments to staff and suppliers.
- Assist Finance & Administrative Manager to prepare financial vouchers and ensure they are supported by appropriate documentation.
- Assist Finance & Administrative Manager to check settlement advance and monitor outstanding advances.
- Scan and upload financial documents to the cloud drive.
- Spot check on expenditures in case inappropriate.
- Assist in NSSF preparation and monthly E-filling tax declaration.
- Maintain banking relationships, including bank visits and correspondence.
- Ensure adherence to financial policies and procedures.
- Perform additional financial tasks as assigned by line manager
- Program Support
- Provide support and guidance to program staff on financial and administrative matters.
- Support managers with obtaining field permits for staff and consultants.
- Support the preparation and review of letters to governmental agencies.
- Travel to provincial locations to support WEA events needed.
- Ensure WEA branding of all assets including but not limited to vehicles, motorbikes, laptops, cameras, etc.
- Operations
- Maintain an organized and professional appearance of the main office.
- Support the Finance & Administration Manager with efficient operations, including but not limited to:
- Managing domestic and international travel logistics (flights, accommodations, transportation).
- Ensuring consistency in the appearance of all WEA sub-station offices.
- Creating and maintaining a database for all field equipment.
- Bachelor’s degree in relevant field; a master’s degree is preferred.
- At least 3 years of experience in finance and administration, preferably with international NGOs or donor-funded projects.
- Proficient in QuickBooks Desktop and Microsoft office Suite.
- Strong verbal and written communication skills in both English and Khmer.
- Demonstrated cross-team management skills.
- Strong Khmer writing skills.
- High attention to detail, with strong organizational and time management skills
- Valid driver’s license.
Human Resources Officer
Reporting to: Finance & Administration Manager (AFM)

The Human Resources Officer (HRO) plays a vital role in managing the Human Resources functions in Cambodia. This position encompasses recruitment, employee relations, performance management, training and development, compliance, and compensation and benefits administration. The HR Officer acts as a crucial liaison between management and employees, fostering a positive workplace environment and advancing organizational goals.
- Human Resources
- Maintain and implement the Cambodia Staff Handbook policies, and HR systems to align with organizational goals and objectives.
- Serve as the primary contact for all human resources matters.
- Oversee recruitment, selection, and onboarding to ensure an efficient and seamless hiring process.
- Manage employee relations by addressing concerns and resolving conflicts professionally and promptly.

- Prepare timely leave and staffing reports.
- Developing annual staffing plans report and recruitment strategies.
- Prepare HR correspondence.
- Facilitate annual updates to employee bios and maintaining staff profiles on WEA’s website.
- Managing HR documents and uploading files to the online cloud storage system.
- Key Requirements
- Bachelor’s degree in human resource management or related field.
- Minimum of 5 years or HR management is preferred.
