In Cambodia, Swisscontact carries out the Skills Development Programme (SDP) which is a project of the Swiss Agency for Development and Cooperation (SDC). The SDP phase 2 (2020 to 2024) is implemented by Swisscontact in a consortium with INBAS and in collaboration with the Ministry of Labour and Vocational Training (MoLVT) and the Ministry of Tourism (MoT). The programme works closely with the government at the national and the provincial levels and with partners such as the National Employment Agency, public and non-governmental training providers as well as companies and small enterprises in the hospitality and other sectors.

Place of work: Swisscontact Cambodia Phnom Penh Office, with frequent travel to target provinces

Duties
  • Support the SDP partners in budgeting, accounting, and financial reporting for the activities under SDP. 
  • Ensure financial procedures comply with SDC, Swisscontact’s policy and the Cambodian government’s rules and regulations (Prakas). 
  • Provide training on finance management, strategic budget planning, programme budgeting, budget proposal to the Directorate General of TVET (DGTVET) of the Ministry of Labour and Vocational Training (MoLVT), Provincial Training Boards (PTB), and Hospitality Kampuchea (HoKa) partners.
  • Provide technical supports to DGTVET, PTB and HoKa partners to develop annual budget plans.
  • Conduct capacity building and coaching on financial management and budgeting for DGTVET, PTB and HOKA partners.
  • Provide technical report findings and make recommendations for improvements and action to be taken.
  • Performance of any other tasks assigned by the Intervention Area Manager, the Senior Project Accountant, the Director of Business Administration, or the Team Leader.
Requirements
  • Bachelor’s Degree in Finance Management, Public Administration, Education, or relevant fields.
  • At least 5 years of relevant working experience in similar positions.
  • Intensive experiences in facilitation, coaching, mentoring, coordination, capacity building, and working with/to government.
  • Prior experience in collaborating with government and private-sector stakeholders.
  • Experience in supporting financial and operational reporting.
  • Experience in conducting trainings on compliance, financial management, budgeting, etc.
  • Proven experience in monitoring and evaluation.
  • Constructive, flexible, proactive, and responsible work attitude.
  • Strong ability to work in a team (including partners).
  • Strong communication and interpersonal skills.
  • Commitment to values and principles of the work of Swisscontact.
