The role
Reporting to the Team Leader, the Operations and Grants Lead is accountable for the performance and integrity of operational, financial and grants management functions, ensuring clear roles, effective systems and controls are in place to support compliant and effective delivery.
This function oversees the program’s financial and operational functions, including creation and management of the program’s grants portfolio, financial reporting and budgeting processes, and implementation of strong internal controls and compliance systems. The role ensures program operations align with Department of Foreign Affairs and Trade requirements and supports the program team to deliver activities effectively while maintaining high standards of transparency, accountability and risk management.
- Lead the implementation and management of the program’s operational systems, including finance, procurement, grants administration and office management, in line with Australian government policy and requirements (e.g.Commonwealth Procurement Rules).
- Oversee financial management processes including financial reporting, expenditure monitoring, forecasting and preparation of annual budgets.
- Oversee procurement processes, supplier management and value‑for‑money practices.
- Ensure the effective management of the program’s grants portfolio, including establishment of compliant grant management processes and documentation.
- Support risk identification, management and mitigation.
- Support implementation of safeguarding systems, including processes related to child protection and prevention of sexual exploitation, abuse and harassment.
- Oversee human resource (HR) systems and approvals
- Provide leadership and mentoring to direct reports.
- Improve systems and staff capacity to ensure timely, compliant and inclusive program delivery.

- Bachelor's Degree in finance, accounting, business administration, management or a related field.
- Experience in financial management, operations or program management within development programs; experience with Australian donor-funded programs is desirable for 8 years
- Proven experience managing financial systems, budgeting and financial reporting processes.
- Demonstrated experience overseeing grants management processes and partner due diligence within development programs.
- Strong experience managing procurement processes and compliance within donor-funded projects.
- Experience supervising and mentoring staff within multidisciplinary teams.
- Experience supporting risk management, fraud control and safeguarding systems in development programs.
- Strong written and verbal communication skills in both Khmer and English.
