The Operation and Finance Officer under PMU, and the overall supervision of the Deputy Project Manager / Project Manager of MoE.
TECHNICAL FOCUS
Under the overall supervision of the General Directorate of Natural Protected Areas, the PMU’s Operation and Finance Officer, Project CamAdapt team Ministry of Environment, Phnom Penh, and in close collaboration with CamAdapt PMU. FinA, international and national consultants, he/she will be responsible for the overall operation, finance and compliance role supports to the project.
TASKS AND RESPONSIBILITIES
The Operation and Finance Officer will have strong technical background on Project Implementation Operation, compliance on the procurement and financial management, project administration and financial management.
Specifically, he/she will:
- OPERATION
- Contract Management: Prepare drafts of contracts based on standard FOA and MoE, and co-ordinate contract approval process.
- Maintain a database of all contracts and ensure compliance with organizational policies.
- Procurement process management: Support team MoE CamAdapt to manage the procurement process in line with donor procurement policy.
- Compliance: Manage compliance process with selected donor policies, e.g. annual conflict of interest declaration.
- Contribute to continuous improvement initiatives and any special projects regarding finance and operations.
- Participate in finance and operations team meetings. Perform any other related duties as assigned by the Head of Operations and/or Head of Finance.
- FINANCE:
- Provide administrative, financial, and operational support to the project;
- Prepare local travel authorizations and initiate them in the system and monitor the submission of mission travel claims;
- Review cash advance requests and cash advance clearances, and process payment requests for the project;
- Creating reports on project spending, budget variances, and other financial metrics
- Support the finance team in developing and monitoring project budgets
- Keep an updated record of the inventory of supplies; materials and assets under the project;
- Procure petty cash items when required and requested by the finance team and the Phnom Penh MOE, PMU
- Perform related tasks when required.
- ADMINISTRATION:
- Control for project assets and compliance with donor requirement
- Draft the request/invitation/ other document align with MoE administration
- Maintain the hardcopy and softcopy filing system and ensure filing of documents and correspondence in accordance with project procedures and standards;
- Human resources tasks, such as processing payroll and onboarding new employees.
- Procurement tasks, such as sourcing and purchasing supplies and equipment.
- Participate in the identification of suppliers and maintain a list of suppliers for the project and support the procurement team;
- Perform related tasks when required.
- RULE COMPLIANCE:
- Ensure the project has well record and filling in the safe place
- Compliance all the procurement, HR, and finance aspect of the project implementation
- Ensure the project are implement the Audit findings with deadline and management commitment

- English - Fluent
- Bachelor's Degree in or equivalent in Finance, Accounting, Business Administration, or a related field.
- Relevant work experience in operation and financial management or administration, and evidence of increasing responsibility for 4 years
- At least years of relevant experience in project and programme Management in operation and compliance role
- Familiar with government system
- Relevant knowledge and experiences with GEF’s, UNEP’s and FAO’s projects are extra advantages
- Communication: Excellent written and verbal communication skills in Khmer and English.
