Cambodia is updating its National Biodiversity Strategy and Action Plan (NBSAP) with support from the Global Environment Facility (GEF) and execution by UNDP. Cambodia has shown a strong and consistent commitment to biodiversity conservation over the years. Since ratifying the Convention on Biological Diversity (CBD) in 1995, the country has developed and updated its National Biodiversity Strategy and Action Plan (NBSAP), first in 2002 and again in 2016, aligned with the global Aichi Biodiversity Targets. These frameworks have guided national conservation efforts, providing direction for safeguarding ecosystems, species, and genetic resources. With the adoption of the Kunming-Montreal Global Biodiversity Framework (KM-GBF) in 2022, Cambodia is now working to update its NBSAP to align national actions with the ambitious global biodiversity goals set for 2030and beyond.

Cambodia has made steady progress in biodiversity conservation over the past decades. The country has expanded its protected areas, covering over 41% of national territory, strengthened key environmental laws, and launched initiatives such as Payment for Ecosystem Services (PES), REDD+ projects, and community-based natural resource management. National strategies have promoted sustainable practices across agriculture, forestry, and fisheries, while public awareness and local engagement in conservation activities have been improved. These achievements reflect Cambodia’s strong institutional commitment and growing collaboration with national and international partners to safeguard biodiversity.

During the first phase of the NBSAP alignment process with the KM-GBF, Cambodia undertook important groundwork. A detailed alignment exercise identified how the national targets match the KM-GBF, revealing areas of strong alignment and highlighting new targets requiring integration, such as biosafety and urban green spaces.

NBSAP Update Specialist

Position Summary

Report to: Project Manager/Project Director

Contract Type: Individual Consultant

Duration: 89 days intermittently from late June to November 2025

Scope of Work

The local consultant will work closely with the project PMU and in close collaboration with local consultants, relevant partners and the international expert engaged under this project. This partnership is essential to ensure that all technical activities—including stakeholder engagement, gap analysis, policy alignment, target setting, action planning, capacity assessment, resource mobilization, and monitoring frameworks—are co-developed by integrating both international best practices and Cambodia’s national context, priorities, and institutional realities.

As the national counterpart such as Department of Biodiversity and key line ministries, the local consultant will provide critical inputs on national policies, institutional arrangements, data sources, stakeholder landscapes, and local implementation challenges. The consultant will actively contribute to joint technical discussions, co-lead stakeholder consultations where appropriate, and ensure the effective coordination of activities across government agencies, local partners, and development stakeholders.

This co-development approach aims to strengthen the ownership, legitimacy, and sustainability of the updated National Biodiversity Strategy and Action Plan (NBSAP), ensuring that Cambodia’s national priorities are fully aligned with the Kunming-Montreal Global Biodiversity Framework while complying with CBD reporting and implementation standards.

Requirements - Skills, Qualifications, Experience
  • Education:
  • At least Master’s degree in biodiversity conservation, environmental science, natural resource management, environmental policy, biodiversity-related costings and expenditure or a closely related field. PhD degree on the required field is an asset.
  • Experience:
  • At least 10 years of relevant professional experience in biodiversity planning, environmental policy, protected areas management, climate change research or conservation project implementation;
  • Demonstrated experience working with national biodiversity strategies, action plans, or related frameworks (e.g., NBSAP, CBD, SDGs, KM-GBF);
  • Proven experience in stakeholder engagement, particularly with government agencies, civil society, Indigenous Peoples and Local Communities (IPLCs), and/or the private sector;
  • Familiarity with national policy and institutional landscapes related to biodiversity, environment, and sustainable development in Cambodia; and
  • Prior experience contributing to international environmental commitments or biodiversity reporting is an asset.
  • Competencies:
  • Highly organized person in terms of priorities, quality outputs production, strict deadlines and efficient time management;

Gender Mainstreaming in NBSAP Targets

Position Summary

Reports to: Project Manager/Director

Contract Type: Individual Consultant

Duration: 12 days intermittently from late June to August 2025

Scope of Work

The main objective of this assignment is to enable gender mainstreaming within the NBSAP consultation process and provide targeted recommendations on how to develop gender-responsive indicators aligned with NBSAP targets. Specifically, the assignment will:

  1. Ensure gender perspectives are meaningfully integrated into stakeholder consultations and feedback processes for the NBSAP update.
  2. Provide expert input on designing gender-responsive indicators and actions within the NBSAP targets, consistent with national gender commitments and the Kunming-Montreal Global Biodiversity Framework.
  3. Strengthen the capacity of the Ministry of Environment (MoE) and partners to apply gender-sensitive approaches in NBSAP implementation and monitoring.
Expectations - Duties, Responsibilities
  • Review the current NBSAP draft and consultation processes to assess how gender considerations are being addressed;
  • Provide technical advice and comments to ensure gender perspectives are effectively integrated into consultation materials, discussions, and stakeholder engagement activities;
  • Collaborate with the Ministry of Environment (MoE), UNDP, and relevant stakeholders to identify entry points for gender mainstreaming across NBSAP targets and actions;
  • Develop practical recommendations for designing gender-responsive indicators aligned with NBSAP targets and national/international commitments;
  • Participate in consultation meetings, workshops, or technical working groups to present gender-related inputs and facilitate stakeholder feedback;
  • Deliver a short report summarizing gender integration gaps, opportunities, and proposed gender-responsive indicators for inclusion in the updated NBSAP; and
  • Be part of the launching updated NBSAP preparation.

  • Experience:
  • At least 5 years of experience in gender mainstreaming, preferably within natural resource management or biodiversity projects;
  • Strong understanding of the Kunming-Montreal Global Biodiversity Framework (KM-GBF), CBD commitments, and Cambodia’s national gender and biodiversity policies;
  • Proven experience designing gender-responsive indicators and providing technical inputs to policy or planning processes; and
  • Excellent facilitation and communication skills, with the ability to engage diverse stakeholders including government, Indigenous Peoples and Local Communities (IPLCs), and civil society.

Spatial Planning Integration in NBSAP Targets/Indicators

Position Summary

Reports to: Project Manager and Director

Contract Type: Individual Consultant

Duration: 25 days intermittently from June-August 2025

Scope of Work

The consultant will support the Ministry of Environment (MoE) and UNDP in strengthening the integration of spatial planning into the updated National Biodiversity Strategy and Action Plan (NBSAP). Specifically, the consultant will:

  1. Conduct a comprehensive review of existing reports, guidelines, tools, and related documentation on spatial planning, including but not limited to the Land Use Master Plan (LUMP), Essential Life Support Areas (ELSA) mapping, and relevant pilot projects such as the Mondulkiri Provincial Spatial Plan;
  2. Assess achievements, gaps, and overlaps in the integration of spatial planning into Cambodia’s biodiversity and natural resource management agenda, identify lessons learned and good practices of relevance to scaling under the NBSAP framework;
  3. Develop a set of indicators to measure progress and effectiveness of spatial planning integration within the updated NBSAP, ensuring these indicators align with the Kunming-Montreal Global Biodiversity Framework (KM-GBF) targets and Cambodia’s national sustainable development goals and climate resilience objectives;
  4. Identify key policy challenges and institutional barriers that may hinder the effective integration of spatial planning into biodiversity conservation, including gaps in institutional mandates, technical capacity, data availability, coordination mechanisms, or governance structures;
  5. Provide actionable recommendations on harmonizing MoE and UNDP efforts to ensure coherence, efficiency, and scalability in applying spatial planning tools and approaches under the updated NBSAP; and
  6. Contribute to stakeholder consultations, workshops, or technical meetings as required, to validate findings, indicators, and recommendations and ensure alignment with national priorities and stakeholder expectations.
Expectations - Duties, Responsibilities
  • Under the overall supervision of the Ministry of Environment (MoE) and in close coordination with UNDP, the consultant will:
  • Review reports, guidelines, spatial plans, and technical tools of line ministries, especially MoE and UNDP related to spatial planning, biodiversity conservation, and natural resource management in Cambodia;
  • Analyze legal and policy frameworks (e.g., Code of Environment and Natural Resources, Legal Instrument, Land Use Master Plan guidelines etc.) to assess spatial planning provisions;
  • Assess achievements, gaps, and overlaps in the past and on-going spatial planning efforts by government ministries, UN Agencies, development partners;
  • Identify good practices, scalable approaches, and lessons learned from relevant spatial planning projects and pilot initiatives;
  • Develop a set of robust indicators to monitor and measure the integration of spatial planning into the updated NBSAP;
  • Ensure that developed indicators align with KM-GBF targets, national biodiversity goals, and cross-sectoral planning objectives;
  • Identify key policy challenges, institutional gaps, governance barriers, and capacity constraints that affect effective spatial planning integration into biodiversity conservation;
  • Provide institutional and policy recommendations to strengthen spatial planning governance under the NBSAP framework;
  • Engage with key stakeholders (e.g., government agencies, technical working groups, development partners, civil society) to validate findings and collect inputs;
  • Participate in technical consultations, workshops, or meetings as required;
  • Prepare a comprehensive report summarizing findings, including the spatial planning assessment, developed indicators, identified challenges, and actionable recommendations;
  • Provide technical inputs to ensure recommendations are integrated into the updated NBSAP and aligned with Cambodia’s biodiversity and development strategies, programmes and priorities; and
  • Be part of the launching updated NBSAP preparation.
Requirements - Skills, Qualifications, Experience
  • Education:
  • Advanced university degree (Master’s or higher) in environmental science, spatial planning, natural resource management, biodiversity conservation, geography, environmental policy, or a related field.
  • Experience:
  • At least 7 years of professional experience in biodiversity conservation, spatial planning, land-use planning, or natural resource management;
  • Demonstrated experience conducting policy and institutional assessments, preferably related to biodiversity or spatial planning;
  • Proven experience developing monitoring indicators or performance frameworks in the context of environmental or biodiversity strategies; and
  • Familiarity with Cambodia’s environmental policy landscape, national biodiversity strategies, and relevant international frameworks (e.g., CBD, KM-GBF) is a strong advantage.
