The Cambodia Additional Financing for General Education Improvement Project (GEIP-AF) was approved by the Board of Directors of the World Bank May 30, 2024. The project is funded by an International Development Association (IDA) Credit of US$60.0 million equivalent and a Global Partnership for Education (GPE) Grant of US$19.50 million and US$ 1.6 million is Counterpart Funding from the Royal Government of Cambodia. It is expected to be implemented over a 5-year period starting in May 2024 and ending on 30 November 2028. The project is now seeking One (01) National Technical Assistant for Capacity building on curriculum evaluation/Action Research/Report publication.

National Technical Assistant (1 Position)

Position Summary

National Technical Assistant for Capacity building on curriculum evaluation/Action Research/Report publication.

Contract Duration

The consultancy service is for 12 months with annual performance review. The contract may be extended depending on, performance of the consultant, the needs of the project and availability of funds.

Requirements - Skills, Qualifications, Experience
  • Educational Background: Minimum of a master’s degree or equivalent in Curriculum Evaluation, Action Research, Report Publication, Education, or a related field.
  • Professional Experience: At least 5 years of relevant experience in Assessment, Curriculum Evaluation, Action Research, Report Publication, or related areas.
  • Technical Expertise in Curriculum Development: Strong background in curriculum development, including the design, implementation, and evaluation of educational programs.
  • Curriculum Evaluation and Assessment: Extensive experience in curriculum evaluation, including developing assessment frameworks, conducting evaluations, and interpreting data for continuous improvement.
  • Action Research and Report Publication: Demonstrated ability to conduct action research and produce high-quality research reports for educational stakeholders.
  • Knowledge of National and International Curriculum Frameworks: In-depth understanding of national and international curriculum standards, including their implementation and alignment with educational best practices.
  • Leadership and Capacity Building: Strong skills in mentoring, training, and capacity building for education professionals.
  • Language and Communication Skills: Fluency in both English and Khmer, with strong written and verbal communication skills.
  • Digital and Analytical Skills: Proficient in using MS Word, MS Excel, MS PowerPoint, Email, Internet, and other educational technology tools.
  • Professional Competencies: High level of professional ethics, integrity, and a results-oriented mindset.

The Cambodia Additional Financing for General Education Improvement Project (GEIP-AF), Ministry of Education Youth and Sport, invites expressions of interest from suitably qualified and experienced individual consultants to undertake the above-mentioned services. The Individual Consultant will be selected in accordance with World Bank Procurement Regulations for Borrowers under Investment Project Financing (IPF) dated July 1, 2016, revised September 2023, and the Kingdom of Cambodia's Updated Procurement Manual for all Externally Financed Projects/Programs, promulgated pursuant to Sub-Decree 74 on Promulgating the Updated Standard Procedures for Implementing all Externally Financed Projects/Programs, dated December 2019, and is open to all eligible consultants as defined in the guidelines.

In submitting their expressions of interest, interested candidates are kindly requested to provide their updated curriculum vitae, indicating their personal and technical skills, academic qualifications, and experience in similar assignments, along with the names of at least three (3) referees with contact information (e-mail address, telephone, or fax numbers).
