National Technical Advisor

Position Summary

National Technical Advisor to provide Technical Assistance in Development and finalization of Strategic Documents and Operationalization of Teacher Education College Phnom Penh and Battambang

Contract Duration and location: The national technical advisor will be contracted full time for 231 days, covering the period from 01 July 2022 to 30 May 2023. The Technical Advisor need to travel in‐ country for up to 60 days of field visits to the provinces, including TEC Battambang and other provincially located teacher training institutions , as required. The position is expected to be based at the Phnom Penh Teacher Education College, and to periodically work in Battambang Teacher Education College, and from MoEYS’ Teacher Training Department (TTD) in Phnom Penh as required.

Contract supervisor and other stakeholders: The Technical Adviser will report to the Director of the TEC Phnom Penh, who will be responsible for final review of all deliverables and certification of payments for deliverables. UNICEF will also review final deliverables and be responsible for providing final certification and issuing of payment against consultant deliverables. The Technical Adviser will also work in close collaboration with TEC management and lecturers, TTD officials, UNICEF Team and other concerned technical departments and institutions, including Curriculum Development Department, Primary Education Department, General Secondary Education, RUPP, NGOs and development partners.

Scope of the assignment:

The national Technical Advisor will engage and work closely with TEC Phnom Penh and Battambang to carry out the following specific tasks, in line with the timeline agreed with TEC.

Expectations - Duties, Responsibilities
  • Provide technical support to ensure the effective implementation of TEC quality assurance through the capacity development of IQA staff and provide constructive feedback on quality assurance process and implementation;
  • Support IQA staff in program monitoring and evaluation, develop the IQA tools and implement the IQA standards, prepare IQA annual reports, and address key recommendations based on the findings;
  • Provide technical support on the implementation of TEC teacher educator professional standard guideline
  • Support the development of training needs assessment tools to enable the effective implementation of TEC Continuous Professional Development for quality teaching and learning in both TECs
  • Participate in the review of TEC syllabi and curriculum framework to improve the quality of teacher education programs in TEC;
  • Support TEC management teams to deliver consultative and training workshops to ensure the quality and effectiveness;
  • Cooperate with all TEC lecturers and management teams in implementing the strategic documents and providing feedback for further improvement at TECs;
  • Perform other related technical tasks as requested by Directors of both TECs.
Requirements - Skills, Qualifications, Experience
  • Education
  • At least Master’s degree or PhD in education or related relevant field.
  • Experience
  • At least five years’ experience in teacher training or teaching education at university level.
  • Experience in teacher education and curriculum development at university level.

  • Excellent knowledge of Microsoft Office and other ICT skills.
  • Good interpersonal, planning and coordination skills.
  • Knowledge of relevant MoEYS policies and regulations and how these relate to the tasks to be undertaken.
  • Language
  • Spoken and written fluency in English.
  • Excellent ability in Khmer
