Department of International Cooperation (DICO) is the Project Management Office (PMO) to recruit National Social Safeguard, Environmental and Climate Assessment Specialist (SECAP) will be responsible for ensuring the project’s design and implementation comply with IFAD SECAP, national regulations, environmental and social safeguard requirements. Key responsibilities will include: (i) conduct risks assessment and prepare management measure (ii) oversight SECAP implementation addressing issues related to involuntary reallocation and resettlement; and (iii) mitigating impacts on the rights, culture and welfare of indigenous peoples and other vulnerable groups. The Consultant will be stationed at PMO/DICO and to work on a full-time basis for the period of 12 months that can be extended based on satisfactory performance and availability of funds.
The services will be provided by an individual consultant, who will be recruited in accordance with page 63 of the Procurement Management Manual of the Updated Standard Operating Procedure issued by RGC’ Sub Decree No. 181, dated 02 December 2019, For All Externally Financed Projects/Programs in Cambodia and IFAD Procurement Handbook.
- Master's Degree in Environmental Impact Assessment management, Natural Resource Management, Social Policies, Anthropology, Community Development, Development Studies or other related fields.
- At least 5 years of professional experience in Environmental Impact Assessment, social safeguards policies including environmental social and climate risks management, social sustainability issues in development projects, including indigenous peoples/ethnic groups, gender sensitivity, the inclusion of vulnerable groups, stakeholder consultation, citizen engagement, and grievance redress;
- Understanding of Cambodian Environmental Impact Assessment regulations, social safeguard policy of IFAD, World Bank and/or Asian Development Bank, and experience in the application of safeguards policies of International Financial Institutions, gender mainstreaming and cultural heritage;
- Relevant experience working with Indigenous Peoples, managing involuntary resettlement and livelihood restoration plans;
- Experience in facilitating community/stakeholder engagement and the application of grievance mechanisms;
- Have strong understanding on technical process relevant to natural resource management, biodiversity assessment PA zoning and management plan, community protected area, land use and landscape management
- Have knowledge on cultural heritage, gender and social inclusion
- Excellent written and oral communication skills in English and Khmer
