National Senior Financial Management Consultant
The objectives of the assignment of the Senior National FM Consultant are to support the Project to (i) ensure timely and accurately payments of all civil work contracts in accordance with certified work progress, (ii) review advance request and clearance and monitor and reconcile all outstanding advances, (iii) carry out the budgeting in the annual work plan and budget (AWPB) and quarterly disbursement projection (iv) ensure knowledge transferred to the government staff at the national and sub-national level in financial management and (v) performance financial variances analysis and providing remedial actions to improve the project’s FM performance.
- Work under direct supervision of LASED III Project Director and guidance of the Chief of Finance of MLMUPC in the area of the Project’s financial management and disbursement;
- Be responsible for payment management, commitment controls, performance security controls, advance payment to contractors/suppliers, progress payments, retention money, and projected disbursement, of all signed contracts within the Project;
- Provide support to the project in reviewing, and checking all payment requests, interim payment certificates, final payment of all civil work and goods contracts at the national and sub-national level to ascertain that the request are duly certified by relevant designed staff and in compliance with the contracts and the project’s financial policies and procedures;
- Closely work with all project’s FM staff, FM consultants and other technical consultants to produce reliable budgeting/forecasting and consolidate realistic Annual Work Plan and Budget of MLMUPC, MAFF and sub-national level entities;
- Support the project’s FM in consolidating financial reports for EA/IA such as regular Interim Unaudited Financial Reports to WB and Quarterly Financial Management Reports to MEF and in analyzing financial variances (actual vs. budget analysis) and identifying feasible suggestions for improvement of the operations;
- Ensure cash advance release to the national and sub-national teams on time and accurately to the work plan and the prompt liquidation of cash advances by monitoring the cash advance register and ensuring due dates of liquidation and providing reminders to relevant departments;
- Provide hands-on trainings to the project’s FM staff of MLMUPC and MAFF in all areas of the financial management and disbursement, especially in budgeting, forecasting and analysis of financial information;
- Closely collaborate with internal and external auditors in timely completion of the audits and implementing all relevant recommendations,
- Perform other tasks relating to LASED III Financial Management and disbursement as requested by the Project Director, Operations Director and the Chief of Finance.
- Master in Finance and/or Accounting Management, or a certified public accountant from the recognized institution is preferable;
- Minimum eight (08) years progressive experience in implementation of project’s financial management, accounting of which five (05) year working experience in civil work contract payment management;
- Demonstrate good knowledge of Standard Operating Procedures (SOP) on Project Management, on Financial Management of the RGC;
- Have some knowledge of the Law on Taxation and tax regulations of the RGC;
- Ability to work individually and willingness to transfer knowledge to the Project’s FM teams and demonstrate ability to consult and work cooperatively with project staffs and consultants;
- Good written and spoken English/Khmer and communication skills.
