The Royal Government of Cambodia (RGC) through the Ministry of Commerce (MOC) has received a grant of USD1.5 million from the Enhanced Integrated Framework-Tier 2 for the implementation of the Go4eCAM project.

The Enhanced Integrated Framework (EIF) is the only multilateral partnership dedicated exclusively to assisting least developed countries (LDCs) in their use of trade both as a vehicle for economic growth and as an effective gateway for administering Aid for Trade (AfT). Recognized as a unique framework for aid effectiveness and delivery, the EIF's mandate is in line with the Istanbul Programme of Action for the Least Developed Countries and the Addis Ababa Action Agenda on Financing for Development. Furthermore, the EIF is recognized in Sustainable Development Goal 8 as a notable mechanism for promoting inclusive economic growth in the world's most challenging environments and contributes also to 9 others of the 17 SDGs. EIF partnership consists of 51 countries, 24 donors and eight partner agencies.

Go4eCAM project aims at providing opportunities for Cambodian MSMEs to grow and diversify their domestic and cross-border e-commerce sales of products and services based on a robust, supportive and conducive e-commerce ecosystem and a Cambodia-owned and managed marketplace. The project has 4 objectives as follow: (1) Enables new trade, business and employment opportunities through a highly visible B2B2C e-marketplace for Cambodian urban and provincial businesses targeting both domestic and cross-border e-commerce; (2) E-commerce value chain strengthened though customized access to entrepreneurship skills and finance; (3) Access to Financing from domestic and foreign sources for e-commerce firms led to creation of new qualified jobs in Cambodian SMEs and increased investment in formalized e-commerce firms; (4) The project has reached all its objectives, which have been monitored, audited and covered in relevant media channels.

National Project Manager (Ref: GO4ECAM/T4/C/2020/11)

Position Summary

The recruiting National Project Manager is to support the Project Management Component and ensure coordination with the other components, in close coordination with the EIF Focal Point (FP), the National Implementation Unit (NIU Director) at the Ministry of Commerce and the UNDP team implementing the “eBizNest” component.

The National Consultant will be based in DICO, MoC. She/he will work under the general direct supervision and guidance of the NIU Director and shall report to EIF Focal Point. The consultant is contracted as a full time based contract for the period 12 months that can be extended based on satisfactory performance and availability of fund.

Requirements - Skills, Qualifications, Experience
  • Qualifications to be quantitatively evaluated (scored):
  • Master Degree in Economics or Business, with specialization in International Trade or Management from a recognized international school or university.
  • Minimum practical experience of 5 years directly relevant to Aid-for-Trade and trade mainstreaming technical assistance projects.
  • Minimum experience of 5 years in a management position in an RGC trade, economic or business development related projects or programs in Cambodia.
  • Experience in leading and supervisory role, advising on project management and implementation in the areas related to operational and policy issues; and
  • Fluency in written and spoken Khmer and English languages
  • Excellent writing skills
  • Experience in MS office software (Word, Excel, PowerPoint Presentation and Project)
  • Recommended:
  • Good interpersonal skills and result orientation;
  • Experience in working in cross-cultural teams/environment, both independent and in team work;
  • Effective written/verbal communication skills;
 
 

National Electronic Marketplace Development and Operation Manager (Ref: Go4eCAM/T1/C/2020/01)

Position Summary

The Department of International Cooperation (DICO), serving as National Implementation Unit (NIU) for Cambodia under the EIF Program, is recruiting a National Electronic Marketplace Development and Operation Manager (the consultant) to provide management and operational support for the efficient and timely development and effective operation of the MoC electronic marketplace platform and advise in ensuring that basic services are enhanced by introducing solutions to improve its operational effectiveness.

The Consultant will report to the Director of DICO. He shall work closely with the Go4eCAM national project manager, national project team, by providing advice and consultation, to ensure effective project implementation and achievement of project outcomes. The Consultant will be stationed at the Department of International Cooperation and is expected to work on a full-time basis for the period of 12 months that can be extended based on satisfactory performance and availability of fund.

DICO invites expressions of interest from qualified and experienced individual consultants to undertake the above-mentioned services which are further detailed in the Terms of Reference for this assignment. The successful consultant will be selected in accordance with the provisions of the Updated Standard Operating Procedures on Procurement for all Externally Financed Projects/Programs in Cambodia, issued by RGC’ Sub Decree No. 181, dated 02 December 2019.

Expectations - Duties, Responsibilities
  • The areas of work involved includes but are not limited to the following:
  • Pro-actively supervise the business, marketing and legal aspects of the MoC marketplace development working closely with the contracted developer in terms of design, development, implementation;
  • Advise on legal aspects of managing and operating electronic marketplace including, but not limited to, internationally accepted vendors and customers’ terms and conditions, data privacy and security, electronic contract;
  • Support the management of the contract with the contracted developer to ensure the development is completed on time and an effective testing of marketplace prior to go live is carried out;
  • Coordinate various management aspects of the electronic marketplace, including contractual agreements with vendors and partners (payment solutions, logistics solutions, handling of returns, etc.);
  • Advise DICO in the recruitment of national experts and services providers, by participating in the formulation of ToR, technical specifications and developing job descriptions and KPI for each position (eg client management experts, marketing experts, etc.)
  • Ensure that the project criteria such as onboarding of women-owned and provincial SMEs is embedded into the marketplace development, by supporting development of capacity building activities to accelerate participation of women-owned and provincial MSMEs to the B2B2C marketplace and ensure that women-owned and provincial MSMEs receive needed support - hardware and software - to be able to be onboarded on the B2B2C marketplace.

Interested consultants must provide their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experience in similar assignments, experience with donor-funded, government-executed projects, and experience in Cambodia and/or other developing countries along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers). Expressions of Interest shall be submitted in hard copy followed by an electronic copy.

Qualified candidates will be invited for interview and contract negotiations. However, the contract for the successful candidate will be signed upon the signing of the Memorandum of Understanding of the Project between UNOPS, acting as the Trust-Fund Manager of the EIF, and the Government of Kingdom of Cambodia.
