Organizational Setting

The FAO country offices assist governments to develop policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition. The FAO is committed to supporting the development of the agriculture, fisheries, and forestry sectors while protecting the environment through the sustainable use of natural resources.

In April 2022, the Global Environment Facility (GEF) Secretariat approved the project preparation phase of the USD 1 million FAO-GEF “Public-Private Blended Finance Facility for Climate-Resilient Rice Landscapes” project. The project is part of the GEF Challenge Program for Adaptation Innovation, funded by GEF’s Least Developed Countries Fund (LDCF) and Special Climate Change Fund (SCCF).

The project will support the design of a new blended finance facility to catalyse public and private sector investment to scale-up adaptation and resilience-building in rice landscapes across Asia. It is anticipated that such facility would help leverage around USD 500 million in public and private financing for investments in climate-resilience rice landscapes in the region. In order to achieve this, the project is composed of the following three components: (1) the design of an integrated financing mechanism; (2) the enhancement of financial and technical capacities of farmers (women and men), producer groups, counterparts and intermediaries to invest effectively in climate resilience; and (3) the development and implementation of program-wide impact monitoring, governance, adaptive learning and knowledge sharing mechanisms.

The project will initially focus on three target countries – Bangladesh, Cambodia and Viet Nam – where it will assess the financing needs in selected rice landscapes and develop capacities of producers and other value chain stakeholders, as well as relevant local financial institutions in accessing, managing and investing future funds channelled from the regional finance package.

Reporting Lines

Under the overall supervision of the FAO Representative, the direct supervision of Assistant FAO Representative (Programme), the technical supervision of the Lead Technical Officer (LTO) from FAO-RAP and in collaboration with the GEF Project Design Expert (International Consultant), RAP FAO GEF Specialists, FAO GEF Coordination Unit and FAO PTF members.

Technical Focus

The National Project Development Coordinator will be responsible for facilitating the project preparation activities in-country, in particular supporting the stakeholder consultations and coordination with national Government ministries, and for generating and collating relevant information.

Expectations - Duties, Responsibilities
  • In close coordination with the Assistant FAOR Programme and the GEF Project Design Expert, facilitate consultation with relevant Government ministries and their appointed focal persons
  • In close coordination with the Assistant FAOR Programme and the GEF Project Design Expert, facilitate consultations with relevant national and local stakeholders, including organization of meetings and workshops where relevant – this will be done in coordination with relevant GEF-7 project(s) where possible.
  • Provide identification and characterization of institutional stakeholders, mapping of their relevance to the project and proposal of their roles in project implementation
  • Support FAO Cambodia in maintaining regular communication with national Government and other stakeholders (including civil society, Indigenous Peoples’ Organizations, women’s organizations, private sector, financial institutions) in order to ensure their awareness of, buy-in to and participation in the project formulation process
  • Consult with local communities, farmers, women, and Indigenous Peoples/ethnic minorities on the proposed project design
  • Draft meeting and consultation reports and keep track of stakeholder consultations in country (including participants lists with information by gender)
  • Provide inputs to the Stakeholder Engagement Plan and Gender Action Plan
  • Contribute to the organization of the Inception and validation workshops at the national and regional level and participate in meetings and workshops throughout the PPG process as required
  • Provide inputs to the project documentation as required, including identification of programmatic baseline and regulatory environment in-country
  • Provide advisory support to processes of drafting of project documentation and responses to reviews.
  • Support the international experts in the production of the full project document including monitoring and evaluation aspects and costing
  • Undertake other tasks as agreed
Requirements - Skills, Qualifications, Experience
  • Minimum Requirements
  • Advanced university degree in natural resource management, agriculture, climate change, sustainable financing and/or other relevant field.
  • Minimum of 10 years of professional experience in environmental project management and development, particularly with GEF LDCF and/or GCF projects
  • Excellent proficiency of local language and of English both in written and spoken
  • Cambodian national or resident of the country with work permit.
