The Swiss Agency for Development and Cooperation (SDC) is Switzerland’s international cooperation agency within the Federal Department of Foreign Affairs. SDC is responsible for the overall development activities and for the humanitarian aid delivered by the Swiss Confederation.

The Swiss Development Cooperation in the Mekong region focuses on Lao PDR and Cambodia, complemented by regional programmes involving other countries in the region. It aims at reducing poverty, specifically improving the living conditions of poor and marginalized people, and at the socio-economic integration within the ASEAN-region. National Programme Officer for Climate Change and Natural Resource

Position Summary

Start of work: 1 December 2024 (or upon agreement)

The Swiss Cooperation Office is currently financing several projects in the above-mentioned areas, including climate change and natural resource management in Cambodia.

We are looking for a National Programme Officer (NPO) with sound experience in project management and thematic knowledge in Climate Change and Natural Resource Management as well as related private sector engagement as an integral part of the new programme of SDC in Cambodia.

The position is based in a multi-cultural environment that places a high value on flexibility and inclusive team working. You will have opportunities to work closely with all levels of Government and non-governmental agencies as well as the private sector and interact with local people from all over the country. The position offers opportunities for professional growth. The duty station is Phnom Penh but requires in-country and occasionally international travel. Expectations - Duties, Responsibilities
  • Major tasks and responsibilities for the NPO position include:
  • Program Development and Portfolio Project Management: monitor and follow-up of assigned projects, oversight of and advice to the implementing partners and ensure the implementation of the projects and programmes in line with project framework and standard procedures. Support the development of the portfolio and the formulation of new projects and programmes. Contribute to overall cooperation program implementation by active articulation with all portfolio outcomes and by achieving synergies with other portfolios and thematic areas.
  • Partner and Policy Dialogue: maintain good coordination with relevant development actors and represent SDC in policy and partner dialogue fora, and where needed within assigned thematic areas. Translate Swiss Foreign and Development Policy within assigned thematic areas into effective policy and partner dialogue.
  • Context Monitoring and Strategy Adaptation: analyse national and Mekong regional contexts, in particular with respect to changes in natural resource management and climate change, agriculture and food security, and related private sector engagement.
  • Communication and Reporting: support the implementation of the Mekong Regional Cooperation Program (MRCP) and contribute to its reporting requirements, produce good quality correspondence and communication in English and Khmer within area of responsibility. Support the implementation of the MRCP and the Annual Programs as well as other tasks delegated by her/his line manager.
Requirements - Skills, Qualifications, Experience
  • Required professional experience, competencies and qualification:
  • Degree in social / political science, public administration and/or related development fields
  • Minimum 7 years working experience in project and programme management with bilateral or multilateral development cooperation or with International NGOs
  • A master in agriculture, agribusiness, climate change and natural resource management or related degree in a relevant discipline.
  • Relevant knowledge with regard to governance and gender as transversal themes
  • Relevant working experience in the thematic areas of climate change and natural resource management agriculture, agribusiness, private sector engagement
  • Strong analytical skills, programme and project management, communication, and coordination skills
  • Strong team player, open to learning new procedures and flexible regarding changing environment
  • Ability to work in multi-cultural settings as well as highly self-responsible and able to work independently
  • Very good English language skills, both verbal and written
  • Disposition to travel both in Cambodia and internationally
