National Procurement Consultant (1 Position)

This position will be full-time. National Procurement Consultant will be working as part of the Government project team to provide technical assistance and procurement capacity building to the project procurement team of the CSLEP. The Consultant will take overall responsibility to implement, coordinate and monitor project procurement activities in accordance with the applicable procurement procedures, guidelines, and the financing agreement of the project. In doing so, they will work in close consultation and cooperation with PIU staff, consultants and all concerned entities of CSLEP. The national Procurement Consultant will report to the Director of the Project through the Chief of Procurement Unit of MOE/CSLEP.

- Khmer - Fluent
- English - Fluent
- Bachelor's Degree in business administration or in relevant field
- At least of Procurement progressive experience in carrying out public procurement of goods, works and consultant services for 5 years
- Working experience with international organizations, development partners and have knowledge of Government procurement procedures (SOP)
- Have demonstrated professional experience with donor-financed projects in the areas of procurement management. Experience in procurement with WB financial project or similar is an advantage
- Familiarity with RGC’s Standard Operation Procedure (SOP), Ability and demonstrated experience in providing procurement training is giving an advantage
- Comprehensive computer skills and Fluency in spoken and written English and Khmer.
