Reporting Lines
The National Legal Specialist will work under the operational supervision of the FAO Representation in Cambodia, and the technical supervision of the Chief Development Law Service (FAOLEGN) in coordination with its partners (UNEP, WHO and WOAH). The incumbent’s activities will be conducted in close coordination with the representatives of the different organizations in Cambodia, the respective project teams in Cambodia and abroad, and in collaboration with the relevant governmental entities of Cambodia. The National Legal Consultant will support the review and revision of national legislation relevant for AMR. This will include AMR-relevant legislation in all the areas mentioned above, as well as the implementation of the Codex Code of Practice to Minimize and Contain Foodborne AMR (CoP AMR) as well as other Codex guidelines and standards pertaining to AMR.
Technical Focus
Knowledge of the country and its stakeholders involved with national legislation addressing antimicrobial resistance (AMR) and antimicrobial use (AMU).
Experience in facilitating national public health initiatives.
Proven ability to network sensitively, cooperatively, and productively with multiple stakeholders.
Knowledge of the above-mentioned areas, as well as their relevant international standards.
- MPTF One Health Legislative Assessment Tool
- Under the supervision off the FAO Representation in Cambodia and in coordination with its partners (UNEP, WHO and WOAH), liaise with the national counterparts in the different entities relevant for AMR (AMR governance, human health, food safety, animal health, plant health, the environment). Prepare a file with all names and contact details.
- Prepare an assessment of the existing national legislation with regards to antimicrobial resistance using the One Health Legislative Assessment Tool for AMR. This will analyze the current legal framework for human, animal, plant and environmental health on the basis of national legislation and international standards of the FAO, OIE and WHO. More specifically:
- Prepare a workplan including the drafting of each chapter, meetings with the international project team and the national counterparts, submission to the relevant Ministry and meeting to validate the revised version of the chapter;
- Complete, following the indications of the international legal consultants, each chapter of the Tool;
- Under the supervision off the FAO Representation in Cambodia and in coordination with its partners (UNEP, WHO and WOAH), meet with the national counterparts relevant for each chapter to identify and collect the relevant legislation and to prepare the validation meetings;
- Prepare a short report summarizing the conclusions and recommendations in the individual chapters;
- Support the organization of a final mission and workshop to validate the report.
- Under the supervision off the FAO Representation in Cambodia and in coordination with its partners (UNEP, WHO and WOAH), facilitate the discuss of the national counterparts on the priorities for legal reform based on the results of the national legal report and develop a road map.
- Propose recommendations on the use of the Tool and provide concrete feedback regarding its format and content. Identify potential gaps, questions that could be reviewed, simplified or improved.
- Prepare a folder with electronic copies of the legislation identified as relevant for AMR and include it in an electronic folder to be submitted as a product of the consultancy.

- Become familiar with the Pilot Legal Assessment Tool (Legal Tool) for the implementation of the CoP AMR.
- Follow the guidance of the International Legal Consultant and the Legal Office to collect and analyse all relevant national legislation for AMR according to the Legal Tool.
- Provide copies of all selected legal instruments in local languages.
- Prepare a national legal report based on the guidance of the Legal Office with conclusions and recommendations for legal reform.
- Organize a workshop to present the results of the national legal report and to help prioritize legal reforms.
- Support the requested revisions of the AMR-related legislation identified in the report and, to this purpose; (i) establish and support a legal drafting working group; (ii) prepare draft legislation based on the recommendations of the working group; (iii) facilitate a participatory process for legal reform involving all relevant stakeholders; (iv) support the organization and development of field missions of the International Legal Consultant, as necessary, and participate in all activities during the mission; (v) help organize validation workshops and finalize draft legislation; (vi) prepare final reports based on annotated versions of the draft legislation, which provide concrete recommendations for the approval and implementation of the final legislation.
- Support the project team in all matters related to AMR regulatory frameworks, such as the preparation of national reports that include references to legislative actions.
- Provide feedback on the implementation of the Legal Tool with concrete proposals for improvement and implementation.
- At the request of the LTO or the Legal Officer, undertake any tasks relevant to the achievement of the legislative deliverables of the project.
- Perform other related duties as requested by the FAO.
- Minimum Requirements
- University degree in law or related fields.
- At least 5 years of relevant experience in the public health/food safety/veterinary legal domain.
- Working knowledge (level C) of English, both written and spoken;
- Cambodian national or resident.
