GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development. The GIZ-assisted project “Promotion of Competitiveness within the Framework of the Initiative for ASEAN Integration” (COMPETE), implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), is seeking a Full Time National Intern for 6 months (01st December 2024 – 31st May 2025). This position is based in Phnom Penh.

COMPETE works on two topics, Competition Policy (CP) and Trade in Services (TiS), with a view towards implementing key action lines under relevant ASEAN Strategic Action Plans, as well as promoting investment through strengthened competition regimes as well as increased trade liberalization.

The objective of COMPETE is: A pro-competitive implementation of ASEAN agreements on economic integration anchored in selected ASEAN Member States in a sustainable way.

The COMPETE project supports the CLV countries in improving the institutional framework for investment and competitive regulatory practice. In the closely linked areas of both competition policy and trade in services, strategy, and reference documents, as well as action plans for their implementation, will be developed at the national level. The emphasis would be placed on teaming up with countries with similar contexts and needs to ensure overall effectiveness and efficiency while respecting the “ASEAN helps ASEAN” approach.

In Cambodia, the Ministry of Commerce (MoC) is the government partner of COMPETE and there are two Directorate Generals under this ministry that COMPETE works directly with: (i) for the Competition Policy: Consumer Protection, Competition and Fraud Repression Directorate-General (CCF), namely the Competition Department; and (ii) for the Trade in Services: General Department of International Trade (GDoIT), namely the Asia Pacific Department.

National Intern to Support COMPETE Project

Position Summary

The intern will support the COMPETE project and the Consumer Protection, Competition and Fraud Repression Directorate-General (CCF), particularly the Competition Department to collect and structure documents and information, as well as research documents, related to Competition policies.

Expectations - Duties, Responsibilities
  • Communicate closely with superiors of the COMPETE project and the Competition Department of CCF to identify the documents and information needed in relation to competition policies;
  • Collaborate closely with the project team of the COMPETE project and the Competition Department of CCF to collect and research documents as well as information concerning competition policies;
  • Assist the interpretation in meetings, and oral and written translation of documents as well as correspondence from Khmer-English-Khmer when is applicable.
  • Maintain project records and files accessible and in good order;
  • Get familiar with the Knowledge Management System (KMS) and assist the CCF Officers when requested to support in managing the CCF’s centralized databases, internal workflows, and communication tools;
  • Assist the Team Leader of the ASEAN Team Cambodia of GIZ in project management as well as contribute to and promote the work of the GIZ-COMPETE project as a whole;
  • Participate and support the team in preparing the training, workshop, and logistic arrangements if needed;
  • Search for related documents and regulations both online and offline and compile them in a proper arrangement upon request;
  • Write the results of the meetings and report to superiors; and
  • Draft articles or briefs and text requested by the COMPETE project and the Competition Department of CCF for uploading/posting on the CCF website and GIZ social media pages.
Requirements - Skills, Qualifications, Experience
  • Undergraduate (at least 3rd-year bachelor student) or fresh graduate in the field of Law, Public Administration, Economics, or other relevant fields;
  • Strong computer skills using Microsoft Office applications, Internet, Email, and Microsoft Access;
  • Good communication skills;
  • Good command of English writing and speaking;
  • Willing to learn;
  • Attention to detail; and
  • Good interpersonal skills.
