The National Centre for HIV/AIDS, Dermatology and STD (NCHADS) is the legally accountable Sub-Implementer of the Global Fund Program to implement the "Rapidly march toward and ending AIDS as a public Health threat by 2025, Increase Access to and improve Quality of TB Diagnosis and treatment and OD and community levels with Linkages to TB-HIV in Cambodia.

Rationale:

Boosted Integrated Active Case Management (B-IACM) is a client-oriented approach designed to provide support in tracking HIV cases to access to HIV services across the HIV service cascade at service delivery level. B-IACM has been implemented since October 2015 in Siem Reap and Battambang, and scaled up to other locations. No systematic evaluation of B-IACM has yet been undertaken. Information on the implementation of B-IACM is very critical to understanding the performance process, outputs and outcomes of this approach and the findings will be used to guide for future elaboration under the national program.

B-IACM models work across the current strategies and population channels to locate and bring all PLHIV into the HIV care cascade. Enveloping the HIV care cascade is B-IACM coordinated through an OD Case Management Coordinator (CMC) and Case Management Assistants (CMA) in collaboration with the Group of Champions.

In 2020, B-IACM were expanded its coverage in 25 provinces in 60 Operational Health Districts (ODs) countrywide. In addition, the implementation P4R (Pay for Results), which had started in 2017 covered 09 provinces, with 26 ODs and scaled up to 20 provinces with 56 ODs and ends in 2020.

Position Summary

Objectives of the Evaluation:

  • To assess to what extend the implementation of B-IACM models reached their objectives (effectiveness), efficiency (using resource effectively), and what are the impact of B-IACM to the HIV program (95-95-95 Target)
  • To document the model of the implementation process, best practices and lesson learned;
  • To identify gaps/challenges of the implementation of B-IACM, and recommendations,

Duration

Estimated number of working days: 30 days.

  • The Data collection and analysis is expected to occur in March 2023.
  • The preliminary findings to share with stakeholders will be ready by April 2023.
  • A draft report will be delivered and finalized by the end of April 2023.

Deliverables:

  • The final evaluation reports in English: findings, successes, challenges, lessons learned, and recommendations.
Requirements - Skills, Qualifications, Experience
  • University graduate in related field of public health, health, epidemiology
  • At least 05 years experiences in conducting HIV/Health program evaluation
  • Strong knowledge of Cambodia health context.
  • Knowledge of HIV and health context in Cambodia is an advantage.
