National Gender and Social Inclusion Adviser (1 Position)
- Based on gender analysis, develop a Gender Action Plan (GAP) that identifies opportunities and entry points for mainstreaming gender into the project. The Gender Action Plan will be reviewed by IFAD and the EIB during project supervision. The Gender Action Plan will be updated as needed during project implementation.
- The plan of action for gender mainstreaming should mirror the project’s logframe and include the development of gender specific project components, gender responsive targets and indicators and timeline.
- Lead in the implementation and monitoring of gender mainstreaming activities identified in the GAP.
- Work to identify relevant government agencies, NGOs, community based organizations, and women’s associations or groups whose work focuses on gender and the specific area of intervention to synergize during programme implementation.
- Work to ensure that quota for women as a percentage of beneficiaries set in the logframe will be reached.
- Lead in carrying out information campaigns and outreach events targeting women during programme implementation.
- Contribute to the development of AWPB to ensure that budget allocation for specific gender-related activities is budgeted.
- Work to ensure that the recruitment of service providers and programme consultants are gender and social inclusive.
- Provide support to the ASPIRE-AT Secretariat Management to ensure that the studies undertaken by the programme will include a gender perspective.
- Provide support the ASPIRE-AT Secretariat to ensure that gender mainstreaming will be included in the terms of reference of all key project staff and service providers.
- Endeavor to ensure compliance with IFAD's policy on preventing and combating sexual harassment, exploitation and abuse will be sought, that this be reflected in the terms of reference of all key project staff and service providers.
- Coordinate with the M&E team to ensure that programme implementation data will be disaggregated by sex and age to be collected and analyzed. In addition, IFAD’s empowerment indicator will be monitored and reported.
- Assess and identify potential gender-differentiated impacts of the ASPIRE-AT programme. This will include the collection of sex-disaggregated baseline data by service provider survey firm that could be used to monitor potential gender impacts.
- Contribute inputs to the development of AWPB, with particular emphasis on gender and social inclusive physical activities/intervention across ASPIRE-AT three components.
- Work with the M&E team to develop specific monitoring tools to ensure all gender and social inclusive programme data is collected, analyzed and reported.
- Contribute to the monthly, semi and annual report of the programme with a focus on gender and social inclusion as required.
- Perform other tasks as assigned by the Programme Director and Manager.
- The National Advisor for Gender Social Inclusion should have a Master Degree or postgraduate university degree in Social or Natural Sciences or other relevant discipline, preferably with a specialization in gender and project cycle management and related fields.
- A minimum 5 years of practical experience in the field of gender equality and gender mainstreaming
- Formal training in gender analysis and gender planning and demonstrated expertise in mainstreaming gender in projects and programmes,
- Thorough understanding of the gender context in Cambodia and experience working with government institutions and international.
- Familiarity with gender analysis tools and methodologies in the specific area of intervention;
- Strong communication skills, and ability to liaise with various stakeholders, including government officials.
National Procurement Specialist (1 Position)
The position is based in ASPIRE-AT Secretariat
- Assist and provide technical support to ASPIRE-AT Secretariat Procurement Team and sub-national levels to prepare annual procurement plan and to ensure that an approved annual procurement plan is implemented as planned and the procurement plan is updated regularly and compliance with Procurement Manual, SOP, IFAD and EIB procurement guideline and Financing Agreement;
- Ensure close coordination of procurement activities with all components under the programme;
- Assist and prepare draft of bidding documents of goods, works, and the documents for the recruitment of the consultant service, bid advertisement/request for EOI, and bid evaluation reports in accordance with provision of the ASPIRE Financing Agreement and above procurement guideline;
- Assist and provide technical support to the Procurement Review Committee at national level in (a) conducting bid opening, preparation of the draft minutes of bid opening, evaluation of the bid, and preparation of bid evaluation report with recommendations for the award of contract, and (b) evaluation of consultant’s proposals and preparation of evaluation reports, where necessary;
- Assist, prepare and review all required documentations for procurement, tracked progress to ensure the correct process were followed in a timely manner, and maintained procurement files and records;
- Ensure that an effective filing and record keeping system is established for the procurement to be done, maintain contracts register with updated key procurement information of all contracts procured under the Programme;
- Prepare the procurement sections of quarterly and annually procurement programme reports and provide the recommendation report on procurement issues or any procurement which is deviation from plan;
- Assist ASPIRE-AT Secretariat Procurement Officer to handle procurement monitoring, record keeping system and all correspondences relating to bidding, bid evaluation, and contract arrangement steering obtaining “no objection from MEF, IFAD and EIB, where necessary;
- Assist ASPIRE-AT Secretariat Procurement Officer to prepare and update monthly register or contract for sending to IFAD country programme manager and EIB representative on a monthly basis;
- Assist ASPIRE-AT Secretariat Procurement Officer and sub-national levels to prepare quarterly and annually procurement monitoring report and provide the recommendation report on procurement issues or any procurement which is deviation from plan;
- Providing on the job training and delivering structured procurement training workshops to project’s staff to build their capacity and enable them to independently carry out procurement activities by the end of the consulting assignment;
- Any other duties to assist the Procurement Officer and ASPIRE-AT Secretariat.
- The National Procurement Specialist shall have the following qualifications:
- Minimum Bachelor’s degree in business administration, or other relevant related fields;
- At least five (5) years previous experience with procurement using the Procurement Guideline as indicated in the Updated Standard Operating Procedure issued by RGC’ Sub Decree No. 181 អនក្រ, dated 02 December 2019.
- Knowledge of IFAD and EIB procurement guideline is an advantage.
- Computer literacy especially on Windows and MS Office.
- Written and spoken proficiency in Khmer and a working knowledge of English.
National M&E and Planning Specialist (1 Position)
- Based on the PIM, the Specialist will develop M&E Plan in coordination with the ICT and KM teams which provide a road map for the monitoring and evaluation of the programme to achieve results in line with the PIM and logframe.
- The PM&E Specialist will monitor and follow up on progress in preparation of the programme AWPB to ensure that (1) all units are fully informed and understand well the requirements; (2) any issues or questions related to preparation of the AWPB are dealt with promptly and effectively and (3) the implementing units submit their draft and finalized AWPB by the target dates.
- The PM&E Specialist will prepare a consolidated draft narrative of the AWPB based on the submissions of the implementing units and will submit the consolidated narrative draft to the ASPIRE-AT Programme Manager (Secretariat) and TL.
- The PM&E Specialist will review the alignment between targets in the AWPB and the ASPIRE-AT Logframe indicators to ensure that there is a clear and direct linkage between the AWPB targets and the logframe indicators and result.
- The Specialist will ensure that monitoring tools and procedures are in place to monitor implementation of the ASPIRE-AT AWPB and achievement of key targets and results.
- The PM&E Specialist will endeavor to ensure that ASPIRE-AT monitoring data is collected using, but not limited to, the following tools:
- Regular uploading of data to the management information system ASPIRE-AT MIS by service providers and implementing agencies;
- Reporting by financial institutions (ARDB and SME Bank);
- Reporting by Service Providers;
- Data collected through mobile applications;
- Outcome Survey.
- The PM&E Specialist will monitor progress reporting from ASPIRE-AT implementing units and will report to programme management for corrective action if (1) monitoring data is not supplied fully and promptly; or (2) monitoring data shows that progress is substantially delayed as compared with AWPB targets.
- The PM&E Specialist will receive and compile physical progress data and progress reports against AWPB targets and logframe indicators from the ASPIRE-AT implementing units and assist the Secretariat to prepare the quarterly and annual progress reports.
- The PM&E Specialist will work with Programme baseline and endline survey firm to ensure alignment with requirement/RIMS of IFAD, EIB and RGC guidelines and other requirements.
- The PM&E Specialist will take a lead with support from the TL in the preparation of semester and annual report of the ASPIRE-AT Programme.
- Lead in the semi and annual update of the Programme Logframe for submission to management for approval for further submission to IFAD ad EIB.
- Conduct M&E capacity building of programme team members on the M&E data collection process, management, analysis and reporting of programme implementation results at output and outcome levels.
- Work with the programme Gender and Inclusive Specialist to ensure that data collections and information captured are gender segregated and inclusive of target groups.
- Coordinate with Social, Environment and Climate Change Specialist team to ensure safeguard requirements are compliant.
- Coordinate with the IFAD/EIB mission review teams to ensure that data and reports required will be available and of high quality standard.
- The PM&E Specialist will carry out related tasks as required by the ASPIRE-AT Programme Director and the Secretariat Support Team Manager, under technical guidance from the TL
- The PM&E Specialist will have a graduate degree and at least eight (8) years of professional experience,
- A maser degree or a post-graduate degree and at least six (6) years of professional experience in agriculture development, social science, economics, business management or another relevant field.
- The PM&E Specialist will have substantial experience of working as an adviser to Government.
- The PM&E Specialist will have substantial previous experience in a monitoring and evaluation role in agriculture and / or rural development programs.
- High level of computer literacy including familiarity with Microsoft Word and Excel.
- Excellent level of spoken and written English.
