National Financial Management Consultant to Support Agricultural Cooperatives (50 DPls)

The National Financial Management Consultant to Support Agricultural Cooperatives are to: (i) support the preparation of quality new DPls and associated BPls with strong emphasis on ensuring that financial statements, planning, projection, and investment analysis are of high quality; (ii) improve the quality of the evaluated (by the Evaluation Committee) DPls and associated BPls with strong emphasis on ensuring that pro forma financial statements and investment analysis are of high quality; and (iii) support implementation of the endorsed DPls/BPls (by the Advisory and Endorsement Committee) and focusing on improving financial management during the implementation of DPls/BPls. Therefore, a total of BPls that the consultant will achieve are 50 BPls.

- Minimum 8-10 years of experience in financial and accounting sector. Experience in mix of value chain development or agricultural development programs is an advantage.
- Minimum 10 years of experience as financial officer, financial audit, or chartered accountancy in private sector.
- Minimum 8 years of work experience in business planning, and in the preparation of business plans and feasibility studies for investment projects in agribusiness; familiarity with development projects and their requirements as to financial management, procurement, social and environment safeguards.
- Experience as a project manager for large and complex private sector agribusiness development projects.
- Relevant graduate degree in accounting, financial management, auditing, and must be fluent in English; Khmer would be considered an asset; and
- Other desired qualifications include prior experience in East Asian countries; a proven ability to work collaboratively with the government, World Bank and/or other donors; experience forging partnerships between private sector entities.
National Consultant to Support Technical Working Group on Agriculture and Water (TWG A&W) Secretariat

The National Consultant to Support Technical Working Group on Agriculture and Water (TWG A&W) Secretariat will assist the TWG A&W Secretariat in planning and implementing the overall coordination and collaboration through the TWG A&W and Tri-lateral Working Group mechanism under the overall supervision of co-chairs in cooperation with the Co-lead DP facilitators, and the chairs of Tri-lateral Working Group, and direct supervision of the Director of Planning and Statistics, Head of the TWG Secretariat. It is expected to facilitate donor (and NGO) support and mobilize (additional) TA as necessary by the MAFF (teams) and other IAs.
The selection process will be carried out in accordance with provisions set forth in the Government Procurement Manual for Externally Financed Projects/Programs in Cambodia and Approved Selection Method for Individual Consultants-Section VII. “Approved Selection Methods: Consulting Services of the World Bank Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017 and August 2018”.
- Master's Degree in agriculture development, economics, or equivalent relevant with assignment or related fields;
- Experience in working with technical working group or similar institution, especially on agriculture and water strategy and policies, and agricultural projects/programmes for 5 years as a minimum
- Significant experience working with Government and development partners;
- Highly competent computer skills (Word, Excel, Power Point…);
- Experience as project/ aid coordinator in development cooperation (desirable);
- Pro-active and well-organised;
- Proficiency in writing and speaking both in Khmer and English.
