Skills for Competitiveness (S4C) is a five-year project financed by Asian Development Bank, Agence Française de Développement, and the Royal Government of Cambodia. The project aims to develop human resources in higher value-added industries by (i) strengthening selected public post-secondary technical training institutes in priority sectors and locations; (ii) promoting work-based learning programs to upskill the current workforce; and (iii) supporting the government's Skills Development Fund (SDF) of the Ministry of Economy and Finance. Output 3 of the S4C Project provides skills training opportunities for the labor force, strengthens the capacity of Department of Macroeconomic and Fiscal Policy (DMFP) officials, and supports the establishment of a new SDF agency by producing key policy study and knowledge products.

The Skills Development Fund through the Output 3 of the S4C Project is looking for one individual consultant to fulfill the position of National Monitoring and Evaluation Specialist. The selected consultant will work under supervision of the SDF’s Project Management Unit (PMU), and Project Implementing Unit (PIU) of the S4C Project’s Output 3.

National Finance Specialist

Position Summary

Purpose of the assignment

The selected consultant is expected to provide professional and expert support in the area of finance and accounting to the ADB SDF PIU of MEF to ensure the successful and timely implementation and completion of SDF financial related activities. The selected consultant shall at all times observe the highest standard of professional ethics and integrity and promote a results-oriented approach in the area of his responsibility and accountability.

Duration of the contract

  • The contract for service is 1-year period with the possibility of extension based on performance evaluation.
  • Probationary period: 3 months
  • Location: Phnom Penh with travelling to provinces.

Scope of work

Under the overall direction of the SDF PIU Project Coordinator and working in close collaboration with other SDF PIU team members, the National Finance Specialist will work to ensure all tasks related to finance activities for the SDF.

Expectations - Duties, Responsibilities
  • The National SDF Financial Specialist (NSDFFS) will work closely with government officials and consultants of SDF Project Implementation Unit (PIU) at Department of Macro and Fiscal Policy, General Department of Policy, Ministry of Economy and Finance, and with Project Management Unit (PMU) at Ministry of Labour and Vocational Training, other implementation agencies and other relevant ministries and departments. The NSDFFS will:
  • Manage the project’s accounts (ledgers, cash flow statements, balance sheet) and prepare financial statements based on international accounting standards and in producing good quality financial statements on time for submission in the format and details that will meet ADB standards;
  • Manage funds flow, advance account, and expenditures under the project accounts;
  • Assist PIU in preparing replenishment requests or withdrawal applications;
  • Assist PIU in preparing budget plan for implementation of project activities, including project operations and training fund to awarded training proposals;
  • Coordinate with PMU at Ministry of Labour and Vocational Training on finance-related matters such as financial disbursement plan and reporting;
  • Assist PIU in developing contracts for clients. Following contract approval, ensure that they are effectively processed and administered, including a smooth flow of information and safekeeping of all data and documents;
  • Assist PIU in regular and period audit of training fund, awarded by SDF;
  • Coordinate with external auditors for annual and periodic audits;
  • Develop the capacity of PIU finance staff through on-the-job training;
  • Guide and provide capacity building for DMFP finance staff on the correct usage of the financial management information systems to produce financial reports in accordance with the requirements of ADB;
  • Participate in review mission of project implementation by ADB; and
  • Perform other tasks requested by PIU, PMU and ADB
  • Output/Reporting Requirements:
  • Understanding the project’s accounts closing that meets ADB standards
  • The project’s accounts (ledgers, cash flow statements, balance sheet) are well managed and financial statements timely prepared based on international accounting standards and good quality for submission in the format and details that will meet ADB standards;
  • Funds flow, advance account, and expenditures under the project accounts are effectively managed;
  • Replenishment requests or withdrawal applications are prepared in a timely manner;
  • PIU budget plan for implementation of project activities, including project operations and training fund to awarded training proposals are timely prepared;
  • Finance-related matters such as financial disbursement plan and reporting are timely coordinated with PMU at Ministry of Labour and Vocational Training;
  • Various contracts for clients are timely developed, processed and administered including a smooth flow of information and safekeeping of all data and documents;
  • PIU regular and period audit of training fund, awarded by SDF audited and audit result implemented;
  • External annual and periodic audits coordinated and carried out;
  • Capacity of PIU finance staff through on-the-job training supported;
  • Capacity building for DMFP finance staff on the correct usage of the financial management information systems to produce financial reports in accordance with the requirements of ADB guided and supported;
  • Review mission of project implementation by ADB participated.
  • Outputs will be delivered to the PIU, Department of Macro and Fiscal Policy of the Ministry of Economy and Finance.
Requirements - Skills, Qualifications, Experience
  • A Master's degree in finance or Accountancy or in related field, preferably a Certified Public Accountant or ACCA, or any equivalent
  • At least five years of experience in the financial management, with projects financed by ADB or other international financial institutions
  • Experience in using accounting software in performing accounting and finance tasks
  • Has knowledge of financial management procedures of Royal Government of Cambodia and ADB. Knowledge of Financial Management Manual for all externally financed projects or programs by Royal Government of Cambodia (updated version May 2012) is a plus
  • Excellent communication skills and ability to write analytical, clear and concise reports
  • Good command of English and Khmer in both speaking and writing
  • Work well in a team and strong drive for results
 
 

National Monitoring and Evaluation Specialist

Position Summary

Purpose of the assignment

The selected consultant is expected to provide professional and expert support to the SDF-PIU in the area of monitoring and evaluation to ensure the successful and timely implementation and completion of assigned tasks. The selected consultant shall always observe the highest standard of professional ethics and integrity and promote a results-oriented approach with responsibility and accountability.

Expectations - Duties, Responsibilities
  • Under the overall direction of the SDF-PIU, the National Monitoring and Evaluation Specialist will work to ensure all tasks related to M&E activities for the SDF including but not limited:
  • Conduct surveys, field visits and spot checks on awarded skills training projects.
  • Collect and analyze M&E data and assess training project performance.
  • Develop reports and lessons learned as required.
  • Review the Design and Monitoring Framework (DMF) and update all indicators.
  • Ensure all skills training contracts, M&E data, tools, and reports are properly documented, archived and accessible.
  • Coordinate training project evaluation and present findings to stakeholders.
  • Assist in developing and managing contracts of skills training projects awarded by the SDF.
  • Closely collaborate with relevant teams to ensure timely fund disbursement for training projects.
  • Support project review missions and project completion reporting.
  • Other tasks as required by the SDF.
  • Expected Deliverables
  • Regular and timely update of DMF results matrix.
  • Regular and timely completion of reports, data analysis and lessons learned.
  • Contribution to the project completion report.
  • Archive of all M&E data, tools and documentation.
  • Presentation of M&E findings to stakeholders.
Requirements - Skills, Qualifications, Experience
  • A bachelor’s degree or equivalent in economics, statistics, public policy, development studies or related field.
  • At least four years of experience in M&E in development projects.
  • Experience with projects of development partners, preferably ADB-funded, and experience collaborating with governmental agencies.
  • Familiarity with ADB/MEF guidelines and DMF approach.
  • Knowledge and experience with field-level data collection and evaluation methodologies.
  • Strong writing, data analytical, and reporting skills in English and Khmer.
  • Strong communication, teamwork, adaptability in fast-paced project environment and stakeholder coordination skills.
