The Northern Tonle Sap Basin is one of Cambodia's most important agricultural regions, providing a fifth of the country's cereal and grain production, including 20 percent of the national aromatic rice production. At the same time, there are growing market opportunities for high-value and niche value chain products such as mango, cashew, organic rice, and leafy vegetables. Home to approximately 20 percent of the population, the Northern Tonle Sap Basin is one of regions that is most vulnerable to floods and droughts due to climate change, which are affecting local livelihoods significantly. Most smallholder farmers and other value chain actors remain marginalized and vulnerable to climate change impacts. This is due to a combination of financial, technological, regulatory, market and knowledge capacity barriers associated with environmental degradation and loss of natural resources in the targeted landscapes which expose rural communities to food and water insecurity and unsustainable livelihoods.

PEARL aims to enhance the resilience of smallholder farmers, especially women's groups, and local communities to climate change. The specific objective is to promote access to market opportunities and instruments that will reduce smallholders' vulnerability to the impacts of climate change while improving agricultural production and rural livelihoods. The project offers a holistic, three-fold response to enhance adaptation and reduce climate-related risks, with investments aimed at:

  • Enhancing smallholder farmer capacities to manage climate change impacts and related risks.
  • Increasing market incentives and access to technologies that promote climate-resilient, higher-value, diversified, and sustainable production and processing.
  • Strengthening regulatory and institutional frameworks and capacities for climate-resilient agricultural certification, increased public-social-private partnerships, and climate-informed investment support.

Position Summary

Contract/Level: Individual Consultant (IC)

Duration: 10 months (from 01 March to 31 December 2026) with possibility for extension depending on performance.

Duty station: GDA, MAFF, Phnom Penh

Duties & Responsibilities:
  • Support MSP chairs (PDAFF and PDoE) and the four MSP secretariats to make informed decisions by providing timely, complete, decision-ready technical inputs for quarterly MSP meetings.
  • Support roadmap operationalization by coordinating with service providers and stakeholders so actions are feasible, sequenced, and market informed.
  • Support investment facilitation linked to roadmap priorities by identifying investable opportunities and connecting MSMEs, buyers and potential financiers with the PMU and access-to-finance focal points.
  • Lead and support private sector engagement, B2B activities, and follow-up actions linked to roadmap priorities.
  • Support MSP-agreed branding, marketing, and market development actions, in coordination with the PMU communications function.
  • Support progress tracking by working with the four MSP secretariats to maintain province-level action tracking and by consolidating results into a cross-province tracker for reporting.
  • Submit structured monthly updates to the PEARL Project Coordinator and provide quarterly technical and progress inputs to the MSPs through the MSP secretariats.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent is required
Qualifications:
  • Bachelor's Degree in agribusiness, agricultural economics, rural development, marketing, natural resource management, agronomy or related fields
  • Master's Degree is preferred
Work History:
  • At least of relevant experience in Cambodia in stakeholder coordination, multi-actor platforms, and market linkage facilitation for agriculture value chains for 5 years
Skills & Knowledge:
General & Technical Skills
  • Proven experience supporting provincial committees or working groups to prepare meeting inputs, organize events, and follow up action points and decisions.
  • Demonstrated experience engaging private sector actors (buyers, processors, exporters, retailers, SMEs) and organizing B2B dialogues or market linkage activities.
  • Working knowledge of farmer organization models and rural institutions in Cambodia, including ACs, CFs, CPAs, and unions/UACs.
  • Familiarity with quality and certification pathways relevant to PEARL (CamGAP, Organic, SRP, GI, PGS) and basic awareness of food safety standards (HACCP, ISO 22000) is an asset.
  • Strong writing skills for concise reports, meeting notes, trackers, and practical coordination documents.
  • Good understanding of livelihoods and agricultural systems in the Northern Tonle Sap Basin and experience working with provincial departments and communities is an advantage.
  • Ability to travel regularly to Kampong Thom, Preah Vihear, Siem Reap, and Oddar Meanchey.
  • Fluency in Khmer (spoken and written) is required.
  • Working English (spoken and written) is required for reporting and coordination with FAO and partners.
