National Expert for Civil Engineer

Position Summary

Category: Consultant

Location: Phnom Penh with travel to province

Schedule: Intermittent

Job Summary: Construction agriculture infrastructure focus on animal production, budget planning, procurement, bidding

Expectations - Duties, Responsibilities
  • The successful candidate will perform the following roles and responsibilities:
  • Develop specific work-plan of the design and procurement;
  • Design and analyse budget of small agriculture infrastructure to meet the minimum requirement and acceptable building and construction codes of practices;
  • Supervise the preparation of the detailed engineering design and bills of quantity for public abbators and wet market and other project-financed agribusiness investment, along with cost estimates;
  • Provide technical assistant to client on project monitoring and evaluation using the specific design of the tools, and reporting
  • Conduct site inspection regularly to provide technical assistance to supervise site investigation for civil works contract and ensure that subproject designs in conformance with generally acceptable engineering standards;
  • Prepare operation manuals and related guidelines in relation to all standards, technical and safeguards considerations for livestock infrastructure
  • Prepare regular reports regarding the status of infrastructure and maintain a well-organized database of all design
  • Define and recommend good supplier for the small agriculture infrastructure using quality based cost evaluation
  • Other task assigned by the team leader
Requirements - Skills, Qualifications, Experience
  • The minimum qualification and experience required are:
  • Master degree in civil engineering with professional engineer license;
  • At least 10 years experiences in designing and supervising of small infrastructure related to agriculture sector
  • Having good record of desinging, budgeting and supervising the agriculture small infrastructure such as animal cage cosntruction, poultry cage construction...
  • Demonstrate knowledge of agricutlure sector focus on livestock
  • Strong skill in designing and budgeting
  • Good written and oral commmunication fleuncy in Khmer and good knowledge of English
  • Proactive and good interpersonal skills
  • Knowledge of the livestock in Cambodia will be advatagoeus
 
 

National Expert for Public Enterprise Commercialization Specialist

Position Summary

Category: Consultant

Location: Phnom Penh with travel to province

Schedule: Intermittent

Job Summary: Agro-Enterprise development, agribusiness, commercialisation, and private sector engagement

Expectations - Duties, Responsibilities
  • The successful candidate will perform the following roles and responsibilities:
  • Develop specific workplan and budget and the methodology of execution;
  • Able to work with government officer from the related ministries, particularly MEF, and GDT to determine MEF’s financial management conditions and licensing requirement for agro-enterprise, commercialisation and compliant with prevailing legislation;
  • Prepare training curriculum on business plan, financial management principles and process of running agribusiness for MSME or agriculture cooperatives
  • Design checklist to select good enterprise with the compliance with national standards; and assist international and national advisers to develop strategies and plans for the commercialization of these enterprise
  • Support to the recruitment of a finance team to provide finance with exposure to the private sector and purchase commercial off-the-shelf accounting software purchased which vendor support in-country
  • Support agro-enterprise to have bank account, reconciled daily or at least monthly with proof of reconciliation, reconcile all receivable, paybable, asset and inventory accounts at monthly intervals with proof of reconciliation and produce annual financial statements prepared on-system and audited within 3 months of the end of the financial year
  • Facilitate the engagement between agro-enterprise and banks/MFIs to access the rural credits
  • Prepare half yearly reports on steps taken by the targeted enterprises toward privatization
Requirements - Skills, Qualifications, Experience
  • The minimum qualification and experience required are:
  • Master Degree/B.Sc in agricultural economics, agribusiness, trade and marketing, or other related fields
  • At least 10 years experiences in commercialization/privatization of publicly-onwed enterprise, agro-enterprise, agribusiness and contract farming,
  • Having good record of private sector development and engagement
  • Demonstrate knowledge of designing commerical plan, agribusiness plan, and business plan for agro-enterprise
  • Strong skill in fiancnial management and analysis
  • Demonstrate experiences in agribusiness focus on animal sector, and understanding the context of livestock agribusiness in Cambodia
  • Having good record of implementing livestock value chain study/assessment, also livestock strategy and policy study
  • Good written and oral commmunication fleuncy in Khmer and good knowledge of English
  • Proactive and good interpersonal skills
  • Strong networking, team building, decision-making, and organizational skills
  • Knowledge of the livestock in Cambodia will be advatagoeus
