Royal Government of Cambodia (RGC), through Ministry of Commerce has received financial and technical assistance from the Enhanced Integrated Framework (EIF) programme in implementing projects and activities related to the Cambodia Export Diversification and Expansion Programme (CEDEP), which forms part of the Aid for Trade for least developed countries. The EIF for the Trade-Related Technical Assistance (TRTA) to the least developed countries (LDCs) is the only multilateral partnership dedicated exclusively to assisting least developed countries (LDCs) in the use of trade as an engine for growth, sustainable development and poverty reduction. The EIF partnership of 51 countries, 24 donors and eight partner agencies work closely with governments, development organizations, civil society, and academia. The partnership leverages its collective know-how, outreach and experience to tackle the world’s most pressing trade-for-development issues.

The EIF is built on the principles of country ownership and partnership, it has allowed the country to enhance its national capacity to formulate, implement, manage and monitor a pro-poor trade policy that is consistent with and supported to the National Strategic Development Plan (NSDP) and its Millennium Development Goals (MDGs).

To measure the impact of the E-commerce strategy and provide advice to key stakeholders o achieving all the intended results, including for the Link marketplace, the Department of International Cooperation (DICO) of the Ministry of Commerce, serving as Secretariat and National Implementation Unit (NIU) to the EIF, is recruiting a national expert to carry out a critical review of the E-commerce strategy implementation and make recommendations to ensure it delivers results and impacts for e-commerce beneficiaries.

National Consultant To Lead Cambodia’s National E-Commerce Strategy Implementation Review Process (REF: Go4eCAM/T4/C/2022/01)

Position Summary

The consultant’s assignment is expected to be carried out for duration of 40 (Forty) working days over a 4-months period. The Consultant will report to the Director of DICO. He/she shall work closely with the Go4eCAM national project manager, the Go4eCAM team and the international trade adviser. The Consultant is not expected to be stationed at the Department of International Cooperation but should be expected to brief the project team for each of the deliverables above using virtual conference tools or face-to-face meetings.

Requirements - Skills, Qualifications, Experience
  • Possess a bachelor’s degree in business, business management or business development;
  • Sound experience in the field of ICT, digitalization, digital tech or e-commerce in Cambodia;
  • A sound knowledge of Cambodia’s digital tech and e-commerce ecosystems;
  • Membership to or participation in the work of business associations in Cambodia will be an asset;
  • A prior exposure to donor supported programs in Cambodia will be an advantage;
  • Experienced in meeting with private sector, chambers of commerce and business associations in Cambodia;
  • A 5-year previous experience in M & E and project management is a must;
  • Ability to work individually, collaboratively and provide training as above requirement;
  • Fluently spoken and written in English. Notions of spoken Khmer appreciated;
