Royal Government of Cambodia (RGC), through Ministry of Commerce has received financial and technical assistance from the Enhanced Integrated Framework (EIF) programme in implementing projects and activities related to the Cambodia Export Diversification and Expansion Programme (CEDEP), which forms part of the Aid for Trade for least developed countries. The EIF for the Trade-Related Technical Assistance (TRTA) to the least developed countries (LDCs) is the only multilateral partnership dedicated exclusively to assisting least developed countries (LDCs) in the use of trade as an engine for growth, sustainable development and poverty reduction. The EIF partnership of 51 countries, 24 donors and eight partner agencies works closely with governments, development organizations, civil society, and academia. The partnership leverages its collective know-how, outreach and experience to tackle the world’s most pressing trade-for-development issues.

National Consultant to Conduct a Study on Cambodian Venture Capitalist Ecosystem and Success Factors (Ref: GO4ECAM/T3/C1/2021/02)

Position Summary

The EIF is built on the principles of country ownership and partnership, it has allowed the country to enhance its national capacity to formulate, implement, manage and monitor a pro-poor trade policy that is consistent with and supported to the National Strategic Development Plan (NSDP) and its Millennium Development Goals (MDGs).

In the context of Go4eCAM track 3 “Investor Pitch Deck”, component 3.1

“SMEs meet VC and Investors” seeks to ensure that new job opportunities are created to support the transition towards a digital economy, focusing on e-commerce and digital innovation. To do so, the project wishes to incentivize venture capitalists to increase their interest and stakes in promising Cambodian e-commerce MSMEs. This will be done carrying out four different activities, namely:

  • An inventory of main venture capitalists and innovation funds focusing or with an interest in Cambodia
  • Visit to venture capitalists, investor, impact fund to define criteria and standards for pitching
  • Selection of promising Cambodian SMEs
  • Organization of pitching events in selected ASEAN countries

To reach the component’s objective, the Department of International Cooperation (DICO) of the Ministry of Commerce, serving as Secretariat and National Implementation Unit (NIU) to the EIF, is hiring an independent consultant to carry out a stock-taking study and measure the interest of VC in Cambodia and in the ASEAN region for investment in Cambodia’s booming e-commerce sector.

The Consultant will report to the Director of DICO. He/she shall work closely with the Go4eCAM national project manager and the international trade adviser. The Consultant is not expected to be stationed at the Department of International Cooperation but should be expected to brief the project team for each of the deliverables above.

The initial assignment shall start on May 1, 2021 and should be completed by 31 July 2021.

Requirements - Skills, Qualifications, Experience
  • Qualifications to be quantitatively evaluated (scored):
  • Master Degree in Commerce/Business/Economics or related field, A recognized qualification in investment banking or venture capitalism.
  • Minimum 5 years of demonstrated experience as a consultant in economic or business matters in Cambodia.
  • Recent and successful cooperation (through consultancy or advisory work) to Cambodian and regional investment companies, financial advisers
  • Knowledge of Cambodia’s e-commerce ecosystem (through consultancy work)
  • Experience in MSME development and the use of technology to support MSME business operation.
  • Experience in conducting similar assignments
  • Expert analytical skills, knowledge of e-commerce and Khmer digital and tech environment.
  • Good in written skills and spoken Khmer and English languages
