JOB PURPOSE The purpose of the project is to help strengthen national social protection systems in Cambodia to be more risk informed and shock responsive. The national consultant will support the lead international consultant to work on achieving the following three project components:
- Provide support to conduct broad stakeholder consultations to develop the operational plan and define and decide which response options to take forward, ensuring alignment with various complementary initiatives and buy-in from line ministries and development partners
- Provide inputs to international consultant in developing of a plan to help systematically operationalise the national SRSP Framework
- Provide inputs to international consultant in designing a shock responsive social assistance programme
- The consultant will work under the guidance and supervision of the Head of Programme in liaison and collaboration with the social protection team and other WFP units in the country office and Regional Bureau Bangkok (RBB), as appropriate. In addition, together with the international consultant, the national consultant will be responsible for the following duties:
- Together with international consultant, conduct a desk review of relevant policies and programmes, and national social protection strategy.
- Arrange key informant interviews with various stakeholders and other development and humanitarian partners and experts as relevant to ensure active consultation and dialogue throughout the output formulation processes.
- Interpret during the individual consultation meeting and translate any necessary/relevant documents upon the request of the Lead international consultant and WFP team.
- Organize and participate in consultation meetings with WFP CO & RBB team and relevant stakeholders.
- Working with the GS-NSPC and MOSVY, and alongside the WFP CO, the consultant will help to organize and facilitate a series of consultation workshops (4-6) and bilateral interactions, to incorporate a diversity of perspectives and ensure buy-in for the operational plan and social assistance programme pilot model.
- Provide inputs to the international consultant in developing an inception report, PowerPoint presentation, executive summary and final report for the SRSP operational plan and shock responsive programme pilot design.
- Together with the international consultant, participate and present the draft SRSP operational plan and programme design in consultation meetings with government partners, GIZ and other stakeholders. Support the consolidation of feedback received as inputs to finalize the expected deliverables.
- EDUCATION Advanced University degree in social policies, development management, humanitarian, economics, or other fields relevant to international development assistance.
- WORK EXPERIENCE
- Minimum 5-7 years of relevant working experience in social protection, cash-based transfers including conducting thematic analyses and reviews, programme design, policy and strategy development, operational guidance, programme implementation and M&E.
- Experience in shock responsive social protection, emergency response, operational planning, risk analytics, policy advice and strategy development highly desirable.
- Experience in organizing and facilitating strategic and policy dialogues and programme design in the sector both with internal and external stakeholders.
- Demonstrate understanding of the UN system and of WFP’s mandate, programmes and organizational arrangements in particular.
- Strong team working, analytical and communication skills.
- LANGUAGE
- Proficiency in both oral and written communication skills in English and Khmer
- Desirable Soft Skills
- Understanding and demonstrating ability to engage and maintain networks various stakeholders, in particularly with the public entities, development partners and other actors, including private financial service providers.
- Good facilitation skills and analytical, problem-solving, communication, and interpersonal skills.
