The FAO Representation in Cambodia is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing country food, agriculture and rural development priorities. It develops and maintains relations with country-wide institutions including Government Institutions and Development Partners. The Global FMM project on “Gender Equality and Women’s Empowerment in Agriculture, Food Security and Nutrition” will contribute to closing the gender gap in agriculture in the target countries including Cambodian by enhancing rural women’s economic empowerment and strengthening their crucial role in rural development, decision-making and in resilience building, as agents of change.

The project combines various interventions: (1) enhancing capacities of member states to design and implement gender-sensitive agricultural, food security and nutrition policies, strategies and programmes; (2) Enhancing rural women’s agency, participation and voice in community and producer organizations to boost their agency and capacity for collective action; (3) enhancing women’s productive potential by increasing their access to productive resources, knowledge, information, technologies, rural services and social protection; and, (4) increasing rural women’s income-generating capacity by enhancing their roles in agro-food value chains and rural labour markets.

FAO seeks gender, geographical and linguistic diversity in its staff and international consultants in order to best serve FAO Members in all regions.

Reporting Lines

The National consultant on gender equality, rural women’s economic empowerment reports to FAO Representative in Cambodia.

Technical Focus

The national consultant will support the implementation and monitoring of the FMM Project in Cambodia. He/she will work under the overall supervision of the FAO Representative and direct supervision of Assistant FAO Representative (Programme), and technical guidance of the Coordination, Monitoring and Reporting Consultant based in HQ/Rome, and in collaboration with Gender/PACT and the Dimitra Clubs programme teams at FAO headquarters to support the effective field level implementation of the project in liaison with the SDC funded project GCP/CMB/047/ SWI and the TCP/CMB/3803 as well as the government partners such as the Ministry of Agriculture, Forestry and Fisheries (MAFF) and the Ministry of Women Affair (MoWA).

Expectations - Duties, Responsibilities
  • Work with the country team to refine the workplan, launch the project activities in the field and smoothly coordinate the implementation of the letters of agreement with implementing partners signed under the FMM project.
  • Sensitize and raise awareness on FAO gender transformative approaches.
  • Ensure linkages are created with other FAO country projects/programs, specifically the GCP/CMB/047/SWI and the TCP/CMB/3803 in various fields and facilitate the integration of gender equality principles within the SDC hand-on training and technical advice.
  • Facilitate communication and information sharing between the different actors of the project (FAO and government counterparts and local authorities of all levels, national to sub-national levels, local partners and communities).
  • In relation with the FMM Outputs 1 and 2:
  • Assess gender dynamics within agricultural value chains in Cambodia to inform policies and programmes and provide recommendations, especially in the context of COVID-19 mitigation and recovery interventions
  • Organize training workshops on the Women’s Empowerment Farmer Business Schools (WE-FBS), and where needed identify other facilitators to support the trainings;
  • Provide training to the Ministry of Agriculture, Forestry and Fisheries (MAFF) and FAO staff on mainstreaming gender issues in national agricultural, and Food Security and Nutrition policies and programmes.
  • Promote capacity development opportunities to stakeholders in the land sector to implement the gender equality principle of the VGGTs and in monitoring and reporting progress towards the achievement of SDG indicator 5.a.2.
  • In relation with the FMM Outputs 3 and 4:
  • Support the process of creation and follow-up of Dimitra Clubs in Cambodia.
  • Follow-up the implementation of the LoA with the local partner in charge of implementing the Dimitra Clubs.
  • Provide support and participate in a series of trainings on the Dimitra Clubs’ approach led by FAO Dimitra Clubs’ Experts.
  • Promote and facilitate the operational alliance with the Farmer Field Schools under the SDC project and the links with the different components of the project and with other projects as needed.
  • Support monitoring and evaluation activities
  • Participate in information exchanges on social networks, in particular Whatsapp, linking stakeholders of the Dimitra Clubs.
  • Additionally, the consultant will:
  • Support the production of knowledge products and capacity development materials to enhance the skills of FAO staff and Government counterparts on rural gender issues;
  • Based on the information and data received, in particular by the local partners, prepare communication materials like articles, photo stories, content for social media (Facebook and Twitter) about the activities and results of the project in liaison with the communication of at the Representation;
  • Contribute to the preparation of clear and concise technical reports, and other communications materials;
  • Participate in field missions and provide technical backstopping.
  • Undertake other tasks if required to achieve the above mentioned activities.
Requirements - Skills, Qualifications, Experience
  • University or specialized degree in social sciences, natural sciences, rural sociology, agriculture economics, social anthropology, rural development or other relevant disciplines;a field related to groundwater management and irrigation;
  • At least three years of relevant experience in analysing and integrating gender dimensions into policy and programme formulation and implementation, particularly in the context of agriculture, rural development, food security and nutrition;
  • Excellent proficiency of English, both written and spoken;
  • Cambodian Nationality only.
