Context

Over the last decades, a combination of rapid population growth and economic development has led to an exponential increase in the volume of solid waste, including plastic waste, in Cambodia. According to a UNDP report (2018), the country generates about 3 million tons of municipal solid waste and about 16 million tons of commercial and industrial solid waste per year. The rapidly growing volume of waste has led to several increasingly urgent problems.

Having such an issue is normal and to have the solution is something to make situation become better. The Marine plastic litter project is a technical and financial support by the Japan Government through UNDP and implement by the Ministry of Interior. Building on earlier efforts on plastic waste interventions, the overall objective of this project is to realize a circular economy model that will promote sustainable consumption and production of plastic in Cambodia. The project aims to prevent and minimize plastic waste pollution on land and in the ocean through promotion of a 4R framework. The project will develop environmental education materials and raising awareness to support the reduction of plastic waste; and the introduction and promotion of new technologies such as recycling and plastic alternative.

The Project is seeking for the following position, talented, and result-oriented candidates to fill the positions:

Position Summary

Schedule: Intermittent

Scope of Work

The selected consultant will be working closely with the MoI and target provinces. The following output will be produced:

  1. Overall coordination between MoI and all target provinces and reporting of the implementing activities
  2. Support the MoI to prepare and disseminate the sub-decree 113 and other legal documents to stakeholders
  3. Monitor the project activities implementation at the target Capitals, Municipals and Districts
  4. Gather information and challenges related to waste management at the target Capitals, Municipals and Districts

Support the MoI in preparation of concept notes, event reports, key talking points and trip reports.

Requirements - Skills, Qualifications, Experience
  • Knowledge/Expertise
  • At lease bachelor’s degree in Environmental Management, Plastic Waste Management or other related fields.
  • Experience:
  • At least 3 years of experience in the field of outreach, awareness raising, education and behavior change.
  • Designing education and outreach strategy including approaches, tools, materials, training modules, and social media.
  • Technical knowledge in Solid Waste Management, specially, plastic waste
  • Strong writing and drafting skills.
  • Experience with relevant project, UNDP and/or UN agencies, research institute and academia will be an advantage.
  • Competencies
  • Analytical skills and ability to develop innovative and creative materials.
  • Good communication
  • Flexibility and ability to operate in different cultural settings and with a variety of stakeholders; culturally and gender sensitive.
  • Language Requirements:
  • Fluent in English and Khmer, with excellent writing and verbal skills in both languages.
