Scope of Work
The National Consultant will support the Ministry of Environment (MoE) in finalizing Cambodia’s Seventh National Report (7NR) to the Convention on Biological Diversity (CBD), ensuring alignment with the Kunming–Montreal Global Biodiversity Framework (KM-GBF) and relevant national policies. He/she will coordinate data collection and analysis from relevant ministries and partners to assess progress toward Cambodia’s national biodiversity targets and the 23 KM-GBF global targets.
Key tasks include reviewing previous national reports and the updated NBSAP (2026–2030); compiling and harmonizing biodiversity indicators (headline, binary, component, supplementary, and national); identifying data gaps; and preparing evidence-based narratives for each KM-GBF target. The consultant will ensure integration of gender and IPLC considerations and finalize the 7NR in line with the CBD reporting template and CHM-ORT requirements, in close coordination with the International Consultant and national stakeholders.
- The finalization of Cambodia’s 7NR and NBSAP will be undertaken through close collaboration between the national consultant and the international expert. The two roles are complementary: the national consultant draft the 7th National Report, leads in-country coordination, data synthesis, and stakeholder engagement, while the international expert provides technical backstopping, quality assurance, and alignment with global CBD and KM-GBF reporting standards. The followings are the primary responsibility of the national consultant:
- Lead coordination with MoE, NCSD, TWG-Biodiversity, and national stakeholders;
- Further compile and analyse biodiversity data and indicators from national and sub-national sources;
- Further map national indicators to KM-GBF targets and assess progress toward national biodiversity goals;
- Compile main sections of the 7NR in line with CBD reporting templates for formal printed copy;
- Facilitate and conduct stakeholder consultations and validation workshops as well produce the reports/proceeding/BTO memos;
- Integrate feedback from stakeholders and national reviewers into the report; and
- Support translation, editing, and final formatting for submission where required.

- Phd in biodiversity conservation, environmental science, natural resource management, environmental policy, or a closely related field is preferred
- Master's Degree in one of these fields will be considered if combined with strong, demonstrated professional experience
- At least of relevant professional experience in biodiversity planning, environmental policy, protected areas management, climate change research or conservation project implementation for 10 years
- Demonstrated experience working with national biodiversity strategies, action plans, or related frameworks (e.g., NBSAP, CBD, SDGs, KM-GBF).
- Be familiar with UNCBD online reporting platform
- Proven experience in stakeholder engagement, particularly with government agencies, civil society, Indigenous Peoples and Local Communities (IPLCs), and/or the private sector.
- Familiarity with national policy and institutional landscapes related to biodiversity, environment, and sustainable development in Cambodia.
- Prior experience contributing to international environmental commitments or biodiversity reporting is an asset.
