National Consultant for Immunization Program

Medical clearance
The selected consultant will be expected to provide a medical certificate of fitness for work.
Travel
The selected STC needs to frequently travel to provinces for monitoring and supervision activities.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed. WHO Country Office Cambodia will facilitate the procedures to obtain official visa.
- PURPOSE AND DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
- Output1:
- Technical support provided to NIP and WHO CO in immunization service delivery including COVID-19 vaccination with reaching the unreached strategy
- Deliverables:
- Field visits for supportive supervision of routine immunization and COVID-19 vaccination activity implementation logistically supported and conducted, the field report submitted
- Support provided in monitoring and translating any key immunization related guidance, policy, guideline, and strategies including of COVID-19 vaccines by WHO (English to Khmer) and by the RGC (Khmer to English)
- Assist provided on data management and analysis on catch-up and high-risk community immunization activities
- Assist provided on regular data management and analysis of COVID-19 immunization, as necessary
- Support in interpretation during the field visits and the meetings/workshops
- Assist provided in program and financial management to NIP and WHO CO including the contracted activities’ monitoring
- Output 2:
- Technical support provided in VPDs and AEFI surveillance system strengthening
- Deliverables:
- Support in updating national VPDs surveillance guideline and national outbreak preparedness and response plan, and in preparing for organizing the trainings on VPDs surveillance
- Conduct field monitoring visits on VPDs surveillance with low performance of VPDs surveillance or with zero report, including active case searches at National hospital, provincial and referral hospitals, support technical discussion based on the findings and recommendations, monitoring report submitted
- Output 3: Consultancy report
- Deliverables:
- Prepare consultancy report and submit to WHO CO (by end of mission).
- EDUCATION
- Essential: Bachelor’s degree in medical related area
- Desirable: Master’s degree in public health
- EXPERIENCE
- Essential: At least 5 years of relevant experience and/or experiences in the field of public health
- Desirable: working experiences for immunization area. Experience of project management
- Skills
- Essential: Advanced in Microsoft (Excel, Word, PowerPoint)
- Ability to work harmoniously within the team and with the counterpart and partners
- Produce the results in a timely manner
- Desirable: advanced in data management and analysis.
- LANGUAGES
- Essential: Good in reading, writing, listening, and speaking in English
Special Service Agreement, Surveillance Officers

Travel
The selected SSAs require travel to the assigned provinces of Cambodia
PURPOSE AND DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Surveillance officers will support National Immunization Program (NIP) in surveillance data collection, investigation, surveillance supply management, monitor and analyse the surveillance data and performance, work with provincial health departments and operational districts, health centers to improve Vaccine Preventable Diseases (VPDs) and adverse event following immunization (AEFI) surveillance performance to support strengthening the country capacity on early detection, investigation and timely response to outbreaks of VPD within the national immunization program.
Surveillance officers will work as a member of the Vaccine preventable diseases and Immunization (VDI) team, and with NIP. Each surveillance officer will be assigned the responsive provinces to work with and support. Under supervision of VDI team leader, the day-to-day guidance from the technical officer and from NIP, the surveillance officer will help NIP and WHO VDI to perform the following tasks:
- Output 1: Surveillance data updates and management supported at National level
- Deliverable 1.1: Assist provided for data of VPDs surveillances and AEFI surveillance to be correctly and timely gathered, entered, and managed in the surveillance database, and analysed regularly.
- Deliverable 1.2: Support provided on regular and ad-hoc update, presentations, bulletins, and workshops/ trainings preparation including logistics and language translations.
- Deliverable 1.3: Support provided in timely specimen transportation for timely testing and feedback, and support provided the management of surveillance activity related supplies
- Output 2: Support provided to subnational level in following up and monitoring of surveillance activity and performance, and conducting the field visits including active case search to the assigned provinces
- Deliverable 2.1: Close support provided to subnational levels on improving the completeness and timeliness of case investigation, monitor surveillance performances and submit regular progress reports
- Deliverable 2.2: Field visits to the assigned provinces for conducting the active case searches at health facilities and communities, and submit the field report
- Output 3: Perform any other tasks assigned by VDI team and NIP
- Deliverable 3.1: Any activities and reports related to the assigned tasks
- EDUCATION
- Essential: Medical doctor, or Master’s degree or above, in public health or science, or related field.
- EXPERIENCE
- At least five-year experience in public health, or epidemiology, preferably in immunization
- Extensive experience with data collection, management, preferably on VPDs surveillance
- Experience in data analysis
- SKILLS
- Ability to data management and basic analysis using Microsoft Excel is required
- Knowledge of DHIS2, skills of GIS software and advance Microsoft Excel is preferable
- Work harmoniously within the team, good listening and communication, aptitude for learning
- Ability to manage expectations and produce the results
- LANGUAGES
- Good knowledge of English is essential (Read-Write-Speak).
