Announcement Description

The political program of the 7th legislature, the Royal Government of Cambodia (RGC) has considered agriculture as an important sector in this new mandate. In accordance with the Pentagon Strategy, the Ministry of Agriculture, Forestry and Fisheries (MAFF) has set out a priority plan for the deployment and distribution of commune/sangkat agricultural officers (CAOs) in all communes/sangkats with agricultural activities throughout the country. There are agricultural communities in rural areas, and the establishment of coordination mechanisms and financing programs aimed at boosting agriculture productions, markets demand, and maintaining the stability of prices of key agricultural products at a reasonable level. In addition, MAFF is going to launch the Policy Program #5 & #6 on the deployment and distribution of CAOs, which represents another effort by the RGC to bring the service closer to local people in all rural communes across the country and to support farmer households improve their agricultural productivity and income.

In Cambodia, there are 1,550 agriculture-based communes, most of which (1,000 communes) are engaged in rice production, with about two million farmer households in total. To enable farmers to access agricultural services, MAFF plans to deploy 1,600 CAOs across the country. Under the high guidance by Samdech Akka Moha Sena Padei Techo Hun Sen, MAFF had, in early 2023, piloted a deployment of ten CAOs in ten communes of Cheung Prey district, Kampong Cham province. This 10-month piloting project is a basic lesson for MAFF in preparing and rolling-out the CAOs in 2024. To be a learning document, a national consultant will be recruited to document all the experience, lessons learned, as well as success stories from these 10-piloting communes for sharing with all relevant actors involved in the rolling-out of 1600 CAOs nationwide.

Project title: GIZ Multisectoral Food and Nutrition Security (MUSEFO)

The national consultant will be working in Phnom Penh with travelling and field works to Choeung Prey district for interviewing with relevant officers, farmers, and stakeholders to collect the lessons learned and experiences for the documentation process. The assignment will be temporary scheduled from April 17- May 30, 2024 (with a total of 24-working days).

The successor national consultant is expected to start working from 17th Aprile 2024 to 30th May 2024.

The detail services/ works are described in the enclosed Terms of Reference (ToR).

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Offers must be sent in separate PDF files (duly identified as technical offer and financial offer) to the email, with the subject: The National Consultant For documentation on the lesson learn of piloting Commune Agriculture Officers in Cheung Prey district, Kampong Cham province. until 17:00 on 05th April 2024 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered. Please note that in case consultant did not registered VAT. GIZ will deduct 15% Withholding Tax from consultant fee.

Planned schedule for the rest of the procurement procedure:
