Royal Government of Cambodia (RGC), through Ministry of Commerce has received financial and technical assistance from the Enhanced Integrated Framework (EIF) programme in implementing projects and activities related to the Cambodia Export Diversification and Expansion Programme (CEDEP), which forms part of the Aid for Trade for least developed countries. The EIF for the Trade-Related Technical Assistance (TRTA) to the least developed countries (LDCs) is the only multilateral partnership dedicated exclusively to assisting least developed countries (LDCs) in the use of trade as an engine for growth, sustainable development and poverty reduction. The EIF partnership of 51 countries, 24 donors and eight partner agencies work closely with governments, development organizations, civil society, and academia. The partnership leverages its collective know-how, outreach and experience to tackle the world’s most pressing trade-for-development issues.

The EIF is built on the principles of country ownership and partnership, it has allowed the country to enhance its national capacity to formulate, implement, manage and monitor a pro-poor trade policy that is consistent with and supported to the National Strategic Development Plan (NSDP) and its Millennium Development Goals (MDGs).

Announcement Positions

National Consultant for Client Support Manager (Ref: GO4ECAM/T1/C/2020/02)

Position Summary

The recruiting National Consultant for Client Support Manager will provide support services to the clients to ensure satisfactory delivery of services and clients’ understanding of the use of the marketplace. The Manager will also act as liaison on specific issues between the clients and third-party service providers and system developer to ensure satisfactory solutions.

The Client Support Manager will be working on a full-time basis for the period 12 months that can be extended based on satisfactory performance and availability of fund. The Consultant will be stationed at the Department of International Cooperation of the Ministry of Commerce. The Manager will report directly to the EIF National Project Manager.

Requirements - Skills, Qualifications, Experience
  • Qualifications to be quantitatively evaluated (scored):
  • Master Degree in Business Administration or equivalent.
  • 5 years prior management experience in client or customer support roles.
  • Proven experience in a leadership role is required.
  • Experience working in e-commerce or technology sector and able to understand information system operation.
  • Excellent communication skills and the ability to anticipate the needs of clients.
  • Must demonstrate strong analytical thinking skills, problem-solving skills and the ability to make sound judgement calls.
  • Superior organizational and time management skills.
  • Knowledge of customer service programs and databases, or the ability to learn new software quickly.
  • Innovative, creative thinking skills to ensure the project is providing a cutting-edge customer experience.
  • Fluent in written and spoken English and Khmer. Demonstrated ability of information analysis and report writing.
  • Experience in MS office software (Word, Excel, PowerPoint Presentation and Project).
  • Women will be given preference.

Position Summary

The recruiting National Consultant for Client Support Officer will provide support services to the clients to ensure satisfactory delivery of services and clients’ understanding of the use of the marketplace. The Manager will also act as liaison on specific issues between the clients and third-party service providers and system developer to ensure satisfactory solutions.

The Client Support Officer will be working on a full-time basis for the period 12 months that can be extended based on satisfactory performance and availability of fund. The Consultant will be stationed at the Department of International Cooperation of the Ministry of Commerce. The Manager will report directly to the EIF National Project Manager.

  • Bachelor's degree in Business Administration or equivalent.
  • No prior experience is required but should demonstrate understanding of client support needs and responsibilities.
  • Demonstrate understanding of e-commerce and technology sector.
  • Demonstrate ability for innovative, creative thinking skills to ensure the project is providing a cutting-edge customer experience.
  • Good in written and spoken English and Khmer. Demonstrated ability of information analysis and report writing.
  • Experience in MS office software (Word, Excel, PowerPoint Presentation and Project).
