Johanniter-Unfall-Hilfe e.V. (website) is a German Chris-tian non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters are based in Berlin, Germany. We opened the mission in Cambodia and registered in 2011. Johanniter International Assistance is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and sup-porting projects in Health, Nutrition, WASH as well as Food Security & Income Generation worldwide.

Background: Johanniter International Assistance is committed to preventing and responding to PSEAH. Johanniter has a zero tolerance to SEAH and all forms of harm to children and adolescents. Johanniter has been implementing a grant agreement with two partner organizations in Cambodia, namely Bandos Komar Association (BK) and Child Rights Foundation (CRF). With financial support from German Federal Ministry of Economic Cooperation and Development (BMZ), these two partners (BK and CRF) are undertaking a project named “CLIMATE - Strengthening resilience and adaptive capacity of children and communities for a safe and livable future”. The project includes a capacity development component, strengthening both partners organizationally and programmatically.

In February 2023, with support from an external consultant, Johanniter supported BK and CRF to do risk assessment and develop road maps to improve safeguarding and protection within the organization. The process involveed identifying PSEAH-related risks and causes based on local context and partner capacity, followed by developing three-year roadmaps for individual partners using a participatory approach, including feedback mechanisms (CRM) and survivor assistance (referral pathways). Johanniter, therefore, seeking for a consultant to support the partners to review and update policies based on findings or road developed for each partners.

Position Summary

Objective and Scope of the consultancy

The consultancy aims to assist BK and CRF in reviewing and/or updating their child protection and safeguarding policies, taking into account the local context, the capabilities of the partners, and the findings from the risk assessment and road maps developed in 2023 through consultative processes with the management of both organizations. The consultant is expected to start the work immediately upon the ratification of the consultancy agreement and to finalize all tasks by no later than mid-April 2025.  

DELIVERABLES

The consultant shall include all the services necessary to achieve the stated objective of this assignment, and in so doing, shall expeditiously execute the following:

  • Establish and share a timetable featuring defined tasks and involving people from all associated partners.
  • The most up-to-date of safeguarding and child protection policies are developed through the consultative process with both partners.
  • Finalized and translated the updated policies into both English and Khmer.
  • Provide a two-day refreher training to safeguarding focal points according the updated policies

TIME SCHEDULE

The consultant may propose their timeline, but the assignments or key deliverables mentioned above must be completed by mid-April at the latest.

MANAGEMENT & COMMUNICATION

The consultant will keep the Program Manager of Johanniter in Cambodia in the loop about the implementation of assigned tasks, and directly communicate with representatives from each of the partner organizations.

PAYMENT TERM

Payment will be made as follows:

  • Milestone 1: Signing of contract and submit training curriculum 30% fee
  • Milestone 3: Completion of submission the final polciy endorsed by partners 70% fee

INTELLECTUAL PROPERTY

All handouts and training reports produced by the trainer will be owned by partners, who will retain the rights to disseminate and use within the organization.

Expectations - Duties, Responsibilities
  • Partner (BK and CRF):
  • Providing all relevant documents to the consultant.
  • Assign a focal person to communicate with the consultant and coordinate with relevant team members in case consultation is needed.
  • Johanniter:
  • Manage the consultancy contract and payment according to the agreed payment term
  • Support in organizing logistics for the refresher training (venue, materials, meal for all participants)
Requirements - Skills, Qualifications, Experience
  • Proven experience in safeguarding policy developement in both national and global contexts.
  • Strong understanding of child protection and social inclusion.
  • Experience with local and international NGOs safeguarding policies
  • High-quality communication skills, notably facilitating training
  • Excellent written and oral English communication skills
  • Excellent communication and facilitation skills.
