National Civil Engineer Consultant

Expected Contract Start: As soon as possible
Contract duration: The duration of the contract for the National Civil Engineer is 18 months intermittently input over 3 years (2025 to 2027) from the contract start date and subject to the annual assessment of the consultant performance, availability of funds and the needs for the project.
- The SBJ Project is now inviting eligible individual consultant for the position of National Civil Engineer Consultant to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that s/he has the required qualifications and relevant experience to perform the Services. The shortlisting criteria of qualification and experiences for the Individual Consultant are following:
- At least a Bachelor Degree in Civil or Structural Engineering and preferably a post-graduate degree in civil or structural engineering;
- Minimum of 10 years of work experience as engineer with extensive experience and knowledge in infrastructure planning, management, and supervision of construction and renovation of structure, the preparation of scope of work for the whole construction or renovation works;
- At least 5 years’ experience with World Bank (WB), Asian Development Bank (ADB), or other major donors or government agencies’ financed projects, preferably in the TVET sector;
- Knowledgeable or familiar with the Government’s Environmental Rules and Regulations particularly on waste management;
- Registered as engineer at Ministry of Labour and Vocational Training/Board of Engineers Cambodia/Ministry of Land Management and Urban Planning and Construction (MLMUPC); and
- Knowledgeable or familiar with project requirements of the World Bank’s ESF and ESCP, Cambodia law as applicable, the E&S instruments: Environmental and Social Management Framework/Plan (ESMF/ESMP), Labor Management Procedures (LMP, e-waste management plan (e-WMP),
